The United States Transportation Command (USTRANSCOM) / Directorate of Acquisition is issuing a Request for Proposal (RFP), soliciting written proposals for Scheduled Fuel Barge Transportation Services in the East Coast and Gulf Region for the transportation of Department of Defense (DOD) owned bulk jet fuel (JP5), marine diesel (F76), and commercial (Jet-A) by tug and barge between all ordered United States ports and points on the Gulf of Mexico and throughout the East Coast and their connecting waterways and tributaries as specified by DLA to include but not limited to the locations specified below. The contractor shall provide barge transportation services using contractor-supplied equipment.

The Government intends to award a Firm-Fixed Price contract resulting from a Best Value, Performance-Price Trade-Off (PPTO) source selection. Proposals for this solicitation (HTC711-19-R-W003) are due 13 May 2019 at 11:00am CST. The period of performance will consist of one (1) year base period from 1 Nov 2019 through 31 Oct 2020 and four (4) one year option periods. The applicable Product Service Code (PSC) is V115 and the North American Industrial Classification System (NAICS) code is 483211 with a size standard of 750. The Government anticipates a Pre-Proposal Conference on or about 24 Apr 19. This requirement will be solicited using a Full and Open Competition acquisition strategy. No hardcopies of this solicitation will be issued. All responsible sources may submit a proposal, which shall be considered by the Agency.
