FUNCTION: The hydraulic manifold and pump is contained in an envelope 10.6 inches long by 6.4 inches in diameter and weighs approximately 26.5 pounds (dry). The manifold and hydraulic pump are mounted on and driven by an Air Frame Mounted Accessory Drive System (AMADS).The hydraulic pump is a variable speed, variable delivery, pressure compensated pump which delivers hydraulic fluid under pressure to the various hydraulic subsystems in response to subsystem demand. The manifold is attached to the AMADS by means of a V groove band coupling clamp and has no moving parts except for the system sealing pistons which close the system hydraulic parts when the pump is removed. The manifold also incorporates all the fluid ports which connect to the aircraft hydraulic system. The hydraulic pump is attached to the manifold by means of a V groove band coupling clamp.

FUNCTION: The jet fuel starter hydraulic accumulator is a self-displacing unit used in parallel and mounted in pairs to provide for two start capability for a jet fuel starter. The accumulator discharges a volume of high pressure oil from the high pressure oil chamber and simultaneously absorbs an equal volume of low pressure oil in the reservoir chamber. After the start of the gas turbine engine, a hydraulic pump recharges the high pressure side by replacing the oil discharged during engine starting cycle.

FUNCTION: The valve continuously senses tank pressure. During tank fueling operation, if the tank pressure exceeds a specified limit the valve will cause the fuel level control valve within the tank to shut preventing additional fueling and thus damage to the fuel tank from over pressurization. When the pressure exceeds a specified control valve is allowed to reopen.

The only difference between the valves is the length of the connector lead from the solenoid assembly.

FUNCTION: The valve is a fuel tank mounted float actuated shutoff valve. With the float in the down position, the valve remains open permitting fuel flow. When fuel level rises, the float actuated poppet closes, shutting off fuel flow. The can fillers displace volume, thereby allowing the unit to shutoff rapidly. Each valve incorporates a solenoid assembly to pre check the valve for proper operation. With the solenoid energized, the armature is pulled against the solenoid assembly shutting off fuel flow from the reservoir causing the float to rise and the poppet to close. With the solenoid de-energized the armature is released and fuel is allowed to drain from the reservoir.

FUNCTION: The regulator is a combination gage/absolute air pressure regulator which automatically switches from gage to absolute at a specified altitude. The regulator is normally open and is pneumatically operated. The regulator consists of a coaxially mounted sleeve having two control pressure chambers which are pneumatically isolated from each other, a control air pressure regulator, and a bonnet assembly. The regulator has a normal 1.5 inch bore and is intended for ground and airborne aircraft operations.

FUNCTION: The above assets are all part of the F-15 SA Ejection seat. The seats are made to provide safe escape at aircraft speeds from 0 to 600 KEAS (knots equivalent airspeed) (at sea level) and from ground level to 50,000 feet. Safe escape is achieved through special features and controlled event timing. The seat provides three modes of operations. The three modes are required to get the correct elapsed time from ejection start to recovery of the crewmember under all escape conditions.
Impediment to Competition:
The original equipment manufacturer for this item is Parker Hannifin Corporation, (CAGE: 59211), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Parker Hannifin Corporation is the only known source with adequate knowledge of these requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of these assets.
INTEREST
The DLA/AWB Contracting Office intends to award a sole source contract to Parker Hannifin for the manufacture of the assets in support of the RSAF F15-SA Program. Other interested parties may identify their interest and capability to respond to the requirement no later than 01 May 2019 to Wilma J. Felton at e-mail address: wilma.felton@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
