Bidding documents will be available from 31 May 2019 exclusively through the electronic bidding system SÉAO. Fees for obtaining documents are non-refundable and will be billed by the OAC.
INFORMATION MEETING AND SITE VISIT
Date: June 6, 2019
Time: 10:00 a.m.

Go to the main entrance of the establishment. All bidders, contractors and subcontractors will be considered to have visited the site and no claims for lack of information or knowledge of the site may be submitted or accepted.

WORK COMPLETION TIME
The work must be carried out during the period from July 2, 2019 to October 4, 2019.
RECEPTION AND OPENING
Bids in sealed envelopes and bearing the identification provided in the tender documents will be received by the Material Resources Department of the Commission scolaire des Affluents at 81 rue de Normandie, Repentigny, until 2 p.m. local time, June 18, 2019, to be publicly opened at the same location on the same day and at the same time. Any bid received subsequently will automatically be rejected and returned to the bidder unopened.
BID SECURITY
All bids must be accompanied by a bid security equal to 10% of the total amount of the bid excluding all applicable taxes, in the form of a certified cheque, bank draft, irrevocable letter of guarantee, money order or bid bond valid for a period of forty-five (45) days from the bid opening date and issued by a financial institution that is an insurer holding a licence issued pursuant to the Insurance Act (RLRQ, c. A-32) authorizing it to carry on surety insurance, a trust company holding a licence issued under the Act respecting trust companies and savings companies (RLRQ, c. S-29.01), a financial services cooperative covered by the Act respecting financial services cooperatives (RLRQ, c. C-67.3) or a bank within the meaning of the Bank Act (S.C, 1991, c. 46), otherwise the bid will automatically be rejected.
CONDITIONS
Only bids from contractors who have:
an establishment in Quebec or, where an intergovernmental agreement is applicable, in Quebec or in a province or territory covered by that agreement, in particular:
o Trade and Cooperation Agreement between Quebec and Ontario (ACCQO);
o Quebec and New Brunswick Agreement (NBQA);
o Canadian Free Trade Agreement (CFFTA).
the licence required under the Building Act (RLRQ, c.B.-1.1);
a certificate issued by Revenu Québec if he has an establishment in Québec, or the duly completed "Absence of establishment in Québec" form, if applicable.
Tendering contractors are responsible for the selection of subcontractors, both for their solvency and for the content of their bids.
The Commission scolaire des Affluents does not undertake to accept the lowest or any of the bids received.
