Description

The subject of the contract is the provision of specialized transportation services for people with disabilities in Warsaw (hereinafter "service(s)", "transportation"), in accordance with the "Strategy for solving social problems 2030". (Resolution LV/1735/2021 of the Council of the Capital City of Warsaw dated 14.10.2021). Divided into 2 parts: Part 1 of the contract - includes the implementation of the service with specialized vehicles adapted to transport people with disabilities:Part 2 of the contract - includes the implementation of the service with non-specialized/passenger vehicles
Part 1 of the contract - includes the implementation of the service with specialized vehicles adapted to transport people with disabilities:a) the planned maximum number of transports to be carried out during the entire period of the subject of the contract is approx. 147,120; b) the planned minimum (guaranteed) number of transports during the entire period of performance of the subject of the contract is 73,560; c) the planned average monthly number of permanent transports is 1,500;d) the planned average monthly number of one-time transports is 2,000;e) the Employer allows the possibility during the execution of the Contract to swap the number of transports between Services within the value of the Contract concluded between the parties;f) the service will be provided by authorized specialized vehicles adapted to the needs of people with disabilities, i.e. equipped with rails or other devices for securing wheelchairs for persons with disabilities, as well as certified four-point straps for securing wheelchairs and certified straps for securing the user, and ramps or elevators that allow a wheelchair with a person with disabilities to enter the vehicle; g)the vehicles referred to in letter f must be wheelchair accessible vehicles as defined in point 5.5 of Part A of Annex I of Regulation (EU) 2018/858 of the European Parliament and of the Council of 30 May 2018 on the approval and market surveillance of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles, amending Regulation (EC) No. 715/2007 and (EC) No. 595/2009 and repealing Directive 2007/46/EC (Official Journal of the EU L 151, 14.06.2018, p. 1, as amended). A wheelchair-accessible vehicle in accordance with the aforementioned regulation is an M1 category vehicle specifically built or converted to accommodate at least one person seated in a wheelchair while on the road. M1 vehicles, in turn, according to Regulation 218/858, are motor vehicles with no more than eight seats in addition to the driver's seat and no seats for standing passengers, regardless of whether the number of seats is limited to the driver's seat;h) cars will bear the promotional sign of the m.City of Warsaw in accordance with the principles described in the Catalogue of the Visual Identification System of the City of Warsaw (marking: Municipal Transport of Persons with Disabilities);i) The Contractor undertakes to have at his disposal during the period:- from the beginning of the contract execution until 31.12.2024. - three electric or natural gas-powered vehicles - from 01.01.2025. - with eight electric or natural gas-powered vehicles.Detailed description of the subject matter of the contract can be found in Chapter IV of the SWZ. Part 2 of the contract - includes the implementation of the service with non-specialized/passenger vehicles:a) the planned maximum number of transports to be carried out during the entire period of the subject of the contract is approx. 63,120;b) the planned minimum guaranteed number of services to be performed during the entire period of performance of the contract subject matter is 31,560;c) the planned average monthly number of permanent services is 500;d) the planned average monthly number of one-time services is 1,000;e) the Ordering Party allows for the possibility of swapping the number of services between the Services during the execution of the Contract within the value of the Contract concluded between the parties;f) the service will be performed with passenger cars admitted to traffic;g) the cars will bear the promotional sign of the m.City of Warsaw in accordance with the principles described in the Catalogue of the Visual Identification System of the City of Warsaw, as well as information placed on the windshield of the car that a given vehicle carries out the service of transporting people with disabilities;h) The Contractor undertakes to have at his disposal during the period:- from the beginning of contract execution until 31.12.2024. - two electric or natural gas-powered vehicles and two electric or hydrogen or hybrid or natural gas-powered vehicles with maximum emissions of 50 g CO2/km and emissions under actual driving conditions below 80% of the emission limits;- from 01.01.2025. - six electric vehicles.Detailed description of the subject matter of the contract is contained in Chapter IV of the SWZ.
