Description

The South Australian Government has recently announced its intention to proceed with the River Torrens to Darlington (T2D) Project.  
The River Torrens to Darlington (T2D) Project will upgrade the final section of one of Adelaide’s most important transport routes, the North-South Corridor (NSC). This is the last vital link in the 78km non-stop motorway between Gawler and Old Noarlunga. 
The T2D Project will deliver a 10.5 km motorway comprised of tunnels, lowered and surface-level roadway, and underpasses of key intersections 
The scope is divided into the:  

Main Works: the design, construction, testing, commissioning, and handover of the assets delivered by the Project.  

Maintenance and Incident Response (MIR): maintenance and incident response services post completion of any package of the Main Works for a defined term post opening completion.

The Department for Infrastructure and Transport (the Department) is responsible for delivering the T2D Project on behalf of the State and has determined an Alliancing contracting framework is the most appropriate model to deliver this Project.  
T2D CMS Provider Prequalification Process 
The preferred River Torrens to Darlington Control and Monitoring System (T2D CMS) delivery approach is that the Department will prequalify a register of CMS Providers to establish a Prequalification Register for Proponents to select from at the T2D Project Main Works Request for Proposal (RFP) Phase.  
Proponents for the T2D Project Main Works will be required to utilise CMS Providers from the Prequalification Register to deliver a minimum CMS scope of works. Proponent for the T2D Project Main Works may also engage CMS Prequalified Registrants for additional works as relevant to the T2D Project Main Works. 
For the avoidance of doubt, the use of CMS Prequalified Registrants by Proponents for the T2D Project Main Works to deliver the CMS minimum scope of work will be mandated. 
The T2D CMS Provider Prequalification process will comprise the following phases:

T2D CMS Provider Prequalification Registration of Interest Stage 1  
The release of this notification via SA Tenders represents the commencement of Stage 1 of the T2D CMS Provider Prequalification ROI. Interested parties that wish to submit an ROI are invited to register and demonstrate compliance with minimum requirements. Registrants who meet the minimum requirements will subsequently be registered on Ansarada, and invited to submit an ROI. Registrants must be registered on Ansarada to: 

receive the invitation for the ROI; 
gain access to project information contained in the Electronic Data Room (EDR); and  
apply for Prequalification by submitting a response to the ROI. 

Interested parties are required to complete the following attachments, in accordance with the instructions provided within the attachments, and return via email to [email protected]: 

Deed of Confidentiality;
Returnable Schedules; and
Electronic Data Room User Guide – External – Appendix A - Data Room Access Form (Please provide details for a minimum of two contacts).  

Next Steps 
Only Registrants who have demonstrated compliance with the requirements of the T2D CMS Provider Prequalification ROI Stage 1 will be invited to submit a response for Stage 2. At Stage 2, details of the T2D CMS Minimum Contract Scope will be made available via the EDR.  
At the T2D Project Main Works Request for Proposal (RFP) Phase, Proponents for the T2D Project are required to select a Prequalified T2D CMS Provider to provide the T2D CMS Minimum Contract Scope. The selected CMS Providers will then form part of the T2D Project Proponents’ binding teams.​
