4. Submission of Response: The Government is requesting comments on a Draft Performance Work Statements and additional information to help shape an IT Infrastructure Operations Support Services (ITIOSS) requirement for the Pension Benefit Guaranty Corporation. PBGC contemplates issuing a multiple award IDIQ Contracts for this effort. Two Task Orders will be issued concurrently with the IDIQ. One (1) electronic copy of the Vendor feedback should be submitted to pattillo.tony@pbgc.gov no later than 12:00pm EST on 10 May 2019. Separate documents attached to the email shall be titled using this format "Vendor Name, RFI 16PBGC19R0021.
5. Summary of Requirement:
The PBGC IT Infrastructure Operations Support Services (ITIOSS) draft PWS for comments includes a wide range of IT professional services supporting a diverse technological environment such as Business Process Support for Program and Process Management, Transition Plans and Execution for; Location of Documents and Records, Cost Control, Contact List, Enterprise Architecture Compliance, Audit and POA&M Support, Application/Solution Development and Release Support Requirements, Maintenance and Outages, Inspection by Government Agencies, Third Party Vendor Organizations, Processes, Procedures, and Work Instructions, Application, Service and System Diagrams and Schematics and Service Level Agreements (SLA's) and Metrics.
The IT Infrastructure Technical Services includes: Operations and Maintenance Support, End-user services, Data center operations, Voice, Video, and Network infrastructure operations, IT service management (ITSM) and Infrastructure Monitoring and Reporting, IT Security Services, Test Center operations, Disaster recovery/continuity of operations planning (COOP) and testing, Cloud Integration and Support.
Task orders will include work to provide Development, Modernization and Enhancements
The Sharepoint Solutions Development and Support Services includes: Development and maintain SPO governance, taxonomies utilizing the term store, ConceptSearch suite in conjunction with PBGC business area representatives, quality standards, and presentation standards for PBGC's.
SharePoint-based collaboration solutions; Collect requirements and then develop new or enhance existing solutions on the SPO platform including, but not limited to Documenting solution requirements, Documenting user stories, Documenting Level of Effort documentation and high-level designs, Developing mockups for forms, workflow, access and privacy controls, etc. Documenting the proposed data model Collaborating with and presenting to customers on the development of new and enhancements to existing SPO solutions. Development, testing, and delivery of new SPO solutions, enhancements, and defect fixes, Provision SharePoint site collections, subsites, lists, and libraries and associated Active Directory Security groups and maintain a site registry detailing all sites and their associated URL, business function, and points of contact.
Other requirements, this contract will also include following objectives: this contract will include the infrastructure systems engineering and deployment services to perform development, modernization and enhancement work.
The performance of the contractor will be measured and evaluated based on Service Level Agreements (SLAs) comprised of a set of service level metrics with clearly defined acceptable levels of quality (AQL), which will be reviewed and adjusted as required quarterly. The contractor shall be required to continuously identify, recommend, achieve, and report on measurable results for on-going operations and shall specifically provide before and after measurements that can quantify achievement of development results. Gradually, under a phased approach and following the ITIOD roadmap, the current capital-intensive, government-owned, locally hosted infrastructure will be transitioned to alternative service delivery models.

6.3. Feedback and comments will not be provided to any vendor regarding their response to the RFI nor will PBCG disseminate any collective responses to the RFI. Vendors must not submit any of the following not related to this RFI: proposals or offers; company marketing materials; requests to be considered for award or to be notified of a future solicitation; requests to be added to a mailing or distribution list; and unrelated questions or comments.
6.4. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. PBGC is not currently seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the respondent's expense.
6.5. Failure to respond to this RFI does not preclude participation in any future RFP, if any such request is issued. Proprietary information, if any, must be minimized and must be clearly marked. To aid the Government in its review, please segregate and clearly identify any proprietary information included in the submission.
