CIUSSSCN wishes to obtain the services of a service provider for a waste collection service contract valid for one (3) firm years, and two (2) renewal options for an additional term of one (1) year each, from :

June 1, 2024 to May 31, 2027 (firm years);
From June 1, 2027 to May 31, 2028 (optional year);
From June 1, 2028 to May 31, 2029 (optional year).

The SERVICE PROVIDER must establish unit prices for all required services (container collection and rental) for all facilities on the same lot. These unit prices are firm for each year of the contract.
The SERVICE PROVIDER must also establish prices for inventory work for all facilities in the same lot.
CIUSSS de la Capitale-Nationale retains only those suppliers deemed compliant and eligible with the lowest price.
The SERVICE PROVIDER may submit a bid for any or all of the three (03) lots, depending on its operational capacity. It must, however, establish a price for all the installations in the same lot and for the Five (05) years of the contract (see Appendix 3 for the price schedule).
Each lot is treated individually and is the subject of a contract. Contracts are awarded to the lowest compliant bidder per lot.

Lot 1 - Portneuf sector: includes all establishments in the Portneuf territory;
Lot 2 - Quebec City area: includes all establishments in Quebec City, L'Ancienne-Lorette, Côte-de-Beaupré and Île d'Orléans;



Lot 3 - Charlevoix sector: includes all establishments in the Charlevoix region.

The list of facilities and the coordinators' contact details for each lot can be found in Appendix 1. In order to provide an exhaustive inventory of needs, equipment and pick-up frequencies, THE SERVICE PROVIDER shall use and update Appendix 2.
The SERVICE PROVIDER must have the skills and qualifications required to provide and guarantee a quality service. The SERVICE PROVIDER must have a minimum of five (5) years' cumulative experience in waste collection and container/compactor rental in a commercial, industrial or institutional environment. This work experience must be described in Appendix 4, which is attached to the bid.

The SERVICE PROVIDER must take into account CIUSSS de la Capitale-Nationale's orientations in terms of sustainable development, energy efficiency and environmental protection.

Accordingly, the SERVICE PROVIDER must meet all the criteria of Appendix 6 on Sustainable Development at the time of submission of the bid, failing which the SERVICE PROVIDER will be declared ineligible.
In order to demonstrate compliance with each of the established conditions, the SERVICE PROVIDER must complete Appendix 6 "Sustainable Development".

Tender documents may only be obtained via the SE@O electronic tendering system at www.seao.ca or 514-856-6600 for residents of the Montreal area, and toll-free at 1-866-669-7326 for residents outside the Montreal area.
Tenders, accompanied by all required documents, must be received in a sealed envelope no later than 2024-04-18 at 2:00 p.m., at 2915, avenue du Bourg-Royal, Québec (Québec) G1C 3S2. The office is open from 8:00 a.m. to 12:00 p.m. and from 1:00 p.m. to 4:00 p.m.
