The Federal Bureau of Prisons (Bureau) is seeking concerns having the ability for providing Residential Reentry center (RRC) services (in-house RRC beds) for male and female federal offenders held under the authority of United States Statutes at RRC facilities located within a 20-mile radius of the city limits of Oklahoma City, Oklahoma and a 20-mile radius of the city limits of Tulsa, Oklahoma.  Home Confinement services (home confinement placements) will be provided within a 150-mile radius of each RRC facility.

Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, "Residential Reentry Center April 2017, Revision 1 April 2019."  Home Confinement services (for home confinement placements) are specifically defined in chapter 10, Programs, of the aforementioned SOW.  Additional requirements for these services are referenced throughout the SOW as well.  This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for Line Items 1, 2, 3, and 4.

The Bureau requires a total of 130 in-house RRC beds and 50 placements for home confinement.

The services required by Line Items 1 and 2 will be provided in the Oklahoma City, Oklahoma area.

For Line Item 1, the estimated maximum number of inmate days is 18,300 (45 males and 5 females).
For Line Item 2, the estimated maximum number of home confinement placements is 10,980 (30 placements onto home confinement).

The services required by Line Items 3 and 4 will be provided in the Tulsa, Oklahoma area.

For Line Item 3, the estimated maximum number of inmate days is 29,280 (72 males and 8 females).
For Line Item 4, the estimated maximum number of home confinement placements is 7,320 (20 placements onto home confinement).

The Bureau will award one contract to a single provider for 130 in-house RRC beds and 50 home confinement placements.  The total number of inmate days utilized under Line Items 1 and 3 will be used to satisfy a guaranteed minimum of 11,712 inmate days.

For home confinement placements, male and female quantities are combined for an estimated number of inmate days.  The total number of home confinement placements utilized under Line Items 2 and 4 will be used to satisfy a guaranteed minimum of 4,758 home confinement placements.

RFP 15BRRC19R00000238 will be available on or about June 27, 2019 and it will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website http://www.fbo.gov.  Hard copies of the solicitation document will not be available.  The site provides downloading instructions.  Future information about this acquisition, including solicitation amendments, will also be distributed solely through this site.  Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition.  The estimated closing date of RFP 15BRRC19R00000238 will be on or about July 29, 2019.
