Description
This is a joint invitation to tender for the conclusion of a contract for the creation, updating and maintenance of the database "Online-Dienste TRUST", the operation of an online portal and the performance of analyses and reports as well as consulting activities in the field of emergency services in Bavaria (TRUST IV).
The core of the contract is the creation, maintenance and updating of the database "Online-Dienste TRUST". The contractor will be provided with all data collected in the context of the trend and structural data analyses of the rescue service in Bavaria (TRUST studies I to III) conducted from 1998 to 2022 in electronic form before the start of the contract. The contractor creates a relational database model in which all project data can be stored, processed and analyzed. In addition, the contractor collects current data himself and enters them into the database "Online-Dienste TRUST". Based on this database, the contractor carries out a comprehensive and continuous recording of rescue service events in the Bavarian rescue service areas (RDB). The database thus provides the basis for the continuous analysis of rescue service operations by the contractor.The contractor shall continuously monitor and evaluate the data collected in relation to each RDB (trend analysis), in order to be able to promptly identify changes in operations as well as the effects of changes in the provision of emergency services and local structural changes and, if necessary, to react quickly to them.Once per calendar year, the significant changes for each RDB shall be presented in text form in a commented trend report.At the request of the Customer, the Contractor shall conduct an analysis of the rescue service supply structures for each RDB once within the minimum contract term and, on this basis, prepare recommendations on possible changes to the rescue service supplies (needs analyses).In addition, the Contractor shall prepare quarterly reports on the rescue service supplies.The Contractor shall set up and maintain an Internet-based online portal to which the parties involved in the rescue service shall be granted access rights. On this portal, the Contractor shall make available to the users, in addition to the collected structural data and rescue resource reserves, the prepared trend analyses, trend reports, demand analyses and the quarterly reports on rescue resource reserves.The Contractor shall prepare a rescue service report for each calendar year for the contracting authorities and the interested public.Upon request, the contractor shall advise the contracting authorities and the special-purpose associations for rescue service and fire department alerting (ZRF) within the framework of a fixed annual hourly quota on questions of the structure and organization of the rescue service that are related to the collected data.Upon request, additional consulting services and analyses shall be provided. These services are a framework agreement.Details can be found in the explanations in the service description.The contractor shall for the first time create, implement and carry out a data protection impact assessment (DSFA) for the overall TRUST IV project in accordance with Art. 35 DSGVO in accordance with the legal requirements of the DSGVO and national regulations based on it.Details can be found in the explanations in the service description.The entry into force and operational implementation of the contract are required from 01.04.2023. The term of the contract is 4 years (until 31.03.2027). The term of the contract shall be automatically extended by one additional year each, but to a maximum of seven years in total, unless notice of termination is given no later than 6 months prior to the expiry of the respective term of the contract, whereby the right to terminate the contract shall be reserved only for the contracting authorities. If the effective date is delayed beyond 01.04.2023, the term shall be extended accordingly.
