PUBLIC TENDER NOTICE

The Centre de services scolaires de la Rivière-du-Nord wishes to obtain sealed bids for a contract for the patching and painting of the stairwells, gymnasium and washrooms. The work also includes the removal of sections of existing asbestos-containing finish and the encapsulation of edges prior to patching and finishing.

PERIOD OF EXECUTION OF THE WORK :
June 30 to August 18, 2023

OBTAINING DOCUMENTS :
As of May 19, 2023, any person or company may obtain the tender documents, plans and specifications and other documents relevant to the project from the distributor, SÉAO (Système Électronique d'Appel d'Offres) by going to the website " www.seao.ca ". The documents can be obtained in a downloadable version for a fee established by the E-tendering system. Assistance will be available from 8:30 a.m. to 5:00 p.m. Monday to Friday at 1-866-669-7326.

SITE VISIT:
A non-mandatory site visit is scheduled for May 29, 2023 at 11:00 AM. The assembly point for this visit is set at the work site address at the main entrance.

RECEIPT OF BIDS:
To be valid and considered, all bids must be received no later than June 8, 2023 by 2:00 PM. The method of transmitting a bid may be by either of the following:

(a) electronically via OWAS and must be submitted (i.e., encrypted, transmitted, time-stamped, and saved on OWAS servers) by the deadline date and time set for receipt of bids;

(b) in a sealed envelope, at the reception desk of the Centre de services scolaires de la Rivière-du-Nord, 795 Melançon Street, St-Jérôme, Québec, J7Z 4L1, before the closing date and time for receipt of bids;

A bid received after this date will be automatically rejected and returned to the bidder without being opened.

OPENING OF BIDS :
Bids will be opened as soon as possible after the deadline for receipt of bids.

The School Service Centre encourages bidders to submit their bids electronically.

We remind you that the regulations do not allow the submission of multiple tenders in the framework of the call for tenders, it being understood that the transmission of the same tender electronically and on paper constitutes the submission of multiple tenders.

BID SECURITY:
The Bidder shall accompany its Bid with a bid security equal to ten percent (10%) of the total price proposed in its Bid. This bid security must be in one of the following forms:

- a bond issued in favor of the North River School Service Center, by a Financial Institution as defined in clause 0.01.14 hereof, which shall be in accordance with the provisions of the sample Bid Bond reproduced in Schedule 4.01A of the Bid Form;

- an irrevocable letter of guarantee issued in favour of the Centre de services scolaires de la Rivière-du-Nord, by a Financial Institution as defined in clause 0.01.14 hereof, which shall conform to the requirements of the model "Irrevocable Letter of Guarantee" reproduced in Schedule 4.01B of the Tender Form.

- A certified cheque, money order or bank draft made payable to Centre de services scolaires de la Rivière-du-Nord

INTERGOVERNMENTAL AGREEMENTS:
This public bidding process is not subject to any intergovernmental agreements.

FILING A COMPLAINT WITH THE PUBLIC AGENCY:
The bidder must refer to the procedure that is available on the website of the Centre de services scolaires de la Rivière-du-Nord at: https://cssrdn.gouv.qc.ca/a-propos/appels-doffres.La. The deadline for filing a complaint in connection with this call for tenders is May 29, 2023.

NOTICE:
The School Service Centre does not undertake to accept the lowest or any tender received without compensation or other liability to the tenderers. Subject to the provisions of the Regulation respecting construction contracts for public bodies.
