The Société québécoise des infrastructures (hereinafter the "Company") is conducting a public call for tenders for construction work for the contract mentioned in title.
All bidders must comply with the requirements contained in the contract documents. These can only be obtained through the Electronic Tendering System (ETS) at www.seao.ca or by calling 514 856-6600 for residents in the Montreal area and toll-free 1-866-669-7326 for external residents.
Attention: Please note that only the documents required by the Company under this call for tenders must be submitted with the tender, in order to avoid any situation that would result in the tender being restrictive or conditional.

IMPORTANT NOTICES
Authorization to contract/certificate from Revenu Québec
It is strongly suggested that bidders apply as soon as possible, as required by the contractual documents, for a certificate from Revenu Québec and, where applicable, for authorization to contract with the Autorité des marchés publics, in order to ensure that these requirements are completed before the deadline for receipt of bids.

Subcontractor bids
All subcontractors subject to the Bureau des soumissions déposées du Québec (BSDQ) must, when filing their electronic bids with the BSDQ, indicate the Company as "Recipient" using the "Bidder" menu of the Electronic Tendering System (TES).

Duration of the work
The work required under this call for tenders must be fully completed within 18 weeks (including statutory holidays, construction vacations and time required for the supply of materials/equipment) from the date of the authorization to commence the work. The probable start date of the work is between July 15, 2019 and August 5, 2019.

BID SECURITY
The bid must be accompanied by a bid security corresponding to 10% of the bid amount. This bid security must be in the form of a bond, certified cheque, money order, draft or irrevocable letter of guarantee and must comply with the conditions mentioned in the "Bid Security" section of the Instructions to Bidders.

CONDITIONS
Only bids submitted by bidders who meet, in particular, the following conditions will be considered:
1- have, in Québec or in a territory covered by an applicable intergovernmental agreement, an establishment where it carries on its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;
2- have the required qualifications and hold the required licences under the Building Act (RLRQ, chapter B-1.1).

INFORMATION MEETING / SITE VISIT
Bidders should note that an information meeting followed, if necessary, by a visit to the site of the work will be conducted by the Corporation's project manager. Interested bidders should report to 11900 Armand-Chaput Avenue, Montreal, Quebec H1C 1S7 on June 12, 2019 at 10:00 a.m. Attendance at this meeting is strongly recommended.
No verbal information provided during this visit engages the responsibility of the Company.
For security reasons, the identity of visitors to the Detention Facility must be verified and approved in advance. To this end, bidders must provide the project manager with the contact information (surname, first name, date of birth, mother's first name) of the staff who will be attending the site visit, including those of their subcontractors, by completing the "Consent to Criminal and Correctional Record Check" form, at least 48 hours in advance.

RECEIPT AND OPENING OF BIDS
Bids must be received at the Company's bid reception desk located at 201, boul. Crémazie Est, 2nd floor, Suite 2.12, Montreal, Quebec H2M 1L2, no later than the deadline date and time indicated in the Supplementary Instructions.
The opening of bids is public and takes place in the presence of a witness at the location and deadline indicated for the receipt of bids.

COMPLAINT TRANSMISSION
The deadline set for the receipt of complaints filed with the Corporation under section 21.0.4 of the Act respecting public bodies contracts (RLRQ, chapter C-65.1) is indicated in the Supplementary Instructions.
