Description
Implementation of the maintenance and repair of fire alarm systems for a period of four years.
The University Hospital Magdeburg A.ö.R. (UKMD) intends to conclude a framework agreement in the form of an open procedure for the maintenance and repair of fire alarm systems for the buildings of the UKMD, the Vocational College and the University Women's Hospital. The contractor is obligated to comply with all provisions, guidelines and normative requirements specified in the specifications in the currently valid version. Compliance with the aforementioned provisions, guidelines and normative requirements must be proven upon request (certificates, expert opinions, etc.). The necessary testing personnel and equipment must be provided by the Contractor. The enclosed maintenance contract is an integral part of the invitation to tender. The work shall be carried out in accordance with the maintenance contract. The enclosed maintenance contract is accepted as binding upon submission of the bid. The bidder is solely responsible for the technically correct execution of the services. If materials and work equipment are handed over to the contractor, the contractor is responsible and liable for their careful handling. The contractor shall protect third-party services and immediately and completely remove any pollution caused by him.Noise-intensive services and any supply restrictions shall be coordinated in advance with the Engineering and Construction Division.The contractor undertakes to comply with all statutory, building inspection and other provisions required to safeguard existing facilities of the customer or third parties. In the event of damage being caused, third parties who are directly injured shall also be entitled to contractual claims for damages against the Contractor (Section 328 (1) of the German Civil Code [BGB]). Furthermore, the objects to be inspected and the time schedule for the performance of the service at the beginning of the respective calendar year are to be determined here.The inspection dates are then to be coordinated independently and in good time by the Contractor with the Engineering and Construction Department.The inspections are to be carried out within the normal working hours of 07:30 to 15:30. If there is an urgent need to relocate the testing times, these are only to be relocated in coordination with the Technology and Construction Department.A large number of the buildings of Magdeburg University Hospital in the properties Leipziger Straße 44,Gerhart-Hauptmann-Straße 35 and Emanuel-Larisch-Weg 17 are equipped with fire alarm control panels.The fire alarm control panels on the campus at Leipziger Strasse 44 are divided into two rings. 42 fire alarm control panels are networked with fiber optics and connected to a central main detector via the WINMAG management system. Three of these systems (building 91/93/96) are operated by external users and are not part of this tender.37 Kindertagesstätte and Emanuel-Larisch-Weg 17 each have a house alarm system without connection to a main detector.35 Gerhart-Hauptmann-Strasse has two further networked systems with their own main detector. In order to ensure the long-term functionality of the fire alarm systems, annual maintenance must be carried out in accordance with DIN VDE 0833 and DIN 14675, taking into account the manufacturer's instructions. According to DIN VDE 0833 Part 1 §5, inspections of fire alarm systems with connection to an alarm relay station must be carried out at least four times a year at approximately equal intervals.Maintenance must be carried out at least once a year.House alarm systems that are not connected must be serviced at least once a year.The dates for maintenance and any technical preparations must be agreed in advance with the Telecommunications Department.A report on the inspection and maintenance carried out must be prepared and submitted in electronic form as part of the invoicing process.Deviations, defects and malfunctions must be reported to the operator of the system.The operator shall arrange for all necessary measures to be taken to restore the target condition.Necessary battery replacements shall be ordered in coordination with the Telecommunications Department and invoiced as an additional order.Scope of services for maintenance in accordance with DIN VDE 0833 Part 1:1. GeneralThe entire system shall be inspected for malfunctions and damage to devices or system parts. The entire system is to be checked for proper function.2. Fire detectorsAt least one detector per detector line is to be triggered, in the case of automatic fire detectors, however, only those that can be tested non-destructively. The transmission paths of the detector lines with detectors that cannot be tested non-destructively shall be checked, as well as the response sensitivity of the detectors. 3.Check voltage, current and insulation resistance by pressing the corresponding button in the pushbutton panel. Triggering of short-circuit, open-circuit and alarm for each detector line on the pushbutton panel with checking of the corresponding LED on the module, the detector light on the front panel and the reset buttons and switches for the acoustic signal and the detector lines;Checking the OPERATING and MAIN annunciator lights TRIPPED as well as the corresponding LED on the module and the MAIN ANNOUNCER OFF light switch; checking uninterrupted operation in the event of power or battery failure and the indicator; replacing components with limited service life4. Power supplyMeasuring and, if necessary, readjusting the output voltage on the power supply unit;Checking the acid level if the battery is not gassed;Measuring the acid density if the battery is not gassed, checking the state of charge, cleaning the connection terminals5. AccessoriesTesting of alarm systems such as main fire detectors and telephone dialer;Testing of control systems such as door holding solenoids, door closers, etc.Testing of visual, acoustic signaling devices such as strobes and flashing lights, panels, horns, sirens;Replacement of components with limited service life, as necessary.Inspection, maintenance, repair and system support are carried out in accordance with the specifications in the attachedMaintenance Agreement for GMA (Instand GMA 2018) Edition 2021-Variante BMA-Version 3.0.
