The Centre de services scolaires de Saint-Hyacinthe, owner, is seeking bids for a renovation project on the ground and first floors of its head office.

Tenders in sealed envelopes addressed to the undersigned or filed electronically on SEAO, will be received at the Centre de services scolaires de Saint-Hyacinthe, Services des ressources matérielles located at 1935, rue des Cascades, Saint-Hyacinthe, J2S 8K9, on February 11 until 11 a.m., local time, to be publicly opened at the same place, on the same day and at the same time.

Documents may be obtained from the Service électronique d'appel d'offres (SEAO) by calling 1-866-669-7326 or 514-856-6600, or by visiting www.seao.ca. Documents may be obtained at the cost established by SEAO. The School Service Centre assumes no responsibility for the incompleteness, errors or omissions of any written notices or documents transmitted electronically. Consequently, all contractors must ensure that they have obtained all documents related to this call for tenders before submitting their bids.

SITE VISIT: A non-mandatory site visit will take place on January 9 at 10:00 am. The meeting point for this visit is the main entrance at 2255, avenue Sainte-Anne, Saint-Hyacinthe (Québec) J2S 5H7.

Tenders must be submitted on the "Tender Form" prepared for this purpose by the CSSSH. Bids must be accompanied by a certified cheque in the minimum amount of 10% of the bid price, payable to Centre de services scolaires de Saint-Hyacinthe, or by a bid bond in the same amount, valid for the period of validity of the bid. This bid bond must be exchanged at the signing of the contract for a performance bond and an obligation bond for pledges, materials and services. When these guarantees are in the form of a bond, the amount of each corresponds to 50% of the contract price, and when they are in the form of a certified cheque, the amount of each corresponds to 10% of the contract price.

In the event that the company having obtained the tender documents decides not to bid, the "tender non-participation questionnaire" must be sent to the e-mail address of the project manager of the Centre de services scolaires de Saint-Hyacinthe before the deadline for receipt of bidders. Failure to do so may result in the company no longer being invited.

In addition, unless they hold an authorization to contract issued by the Autorité des marchés financiers, all contractors must provide, with their bids, an attestation from the Ministère du Revenu du Québec relating to corporate tax compliance for all bids of $25,000 or more. This attestation, issued by the Ministère du Revenu du Québec (MRQ), indicates that the company has filed the declarations and reports required under Quebec tax laws, and that it has no outstanding accounts payable to the MRQ. This attestation can be completed by consulting the Revenu Québec website at www.revenu.gouv.qc.ca/fr/entreprise/, which has set up an online service accessible from the Clic Revenu - Entreprises (Clic Revenu) electronic services. This attestation must not have been issued more than 90 days before or after the deadline for receipt of bids.

For the purposes of awarding the contract, only bids from contractors having an establishment in Quebec or, where an intergovernmental agreement is applicable, in Quebec or in a province or territory covered by that agreement, and holding, where applicable, the license required under the Building Act (R.S.Q., c. B.-1.1), will be considered. For this call for tenders, the applicable agreements are :

- Quebec - Ontario Agreement (QOVA)

- Canadian Free Trade Agreement (CFTA)

Any contractor who, during the two (2) years preceding the bid opening date, has received an unsatisfactory performance evaluation from the School Service Centre, has failed to complete a contract, or has been terminated for failure to comply with the terms of a contract may be excluded. Tenderers are responsible for the selection of subcontractors, both in terms of their creditworthiness and the content of their tenders.

All bids must be made in accordance with the provisions of the Règlement sur les contrats de travaux de construction des organismes publics in force.

In addition, the Act respecting Integrity in Public Contracts (a new Act adopted by the National Assembly in December 2012) allows the government to require the service provider and any companies directly or indirectly related to the contract to obtain authorization to contract from the Autorité des marchés financiers within the timeframe and according to the specific terms and conditions determined by the government during the performance of the contract resulting from this call for tenders.

The Centre de services scolaires de Saint-Hyacinthe does not undertake to accept the lowest or any of the tenders received and opened. It also reserves the right to retain any or all of them. The bidder acknowledges that the Centre de service scolaire de Saint-Hyacinthe shall not be liable for any claims or expenses incurred by the bidder.

Work is to be performed from March 17, 2025 to February 27, 2026.
