The United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC), is preparing to issue an Invitation for Bid (IFB) for a Remodel of the Great Basin Plant Materials Center in Fallon, NV.

The solicitation will be a Total Small Business set-aside.
Contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award.
A firm fixed price construction contract is anticipated under Sealed Bidding procedures in FAR Part 14.
A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. The bid guarantee shall be emailed with bid and the apparent low bidder will mail the bid guarantee within 24 hours of request by Contract Specialist.
Performance (SF-25) and Payment (SF-25A) Bonds, in the amounts of 100% of the contract price, will be required within 5 calendar days after award of the contract from the Contractor who receives the award for this project.
This period of performance for this project is estimated for 8 weeks.

In accordance with FAR 36.204, the estimated magnitude of the project is between $250,000 and $500,000.
The NAICS code for this solicitation is 236220, Commercial and Institutional Building Construction.
The Small Business Size Standard for this NAICS is $36.5M.
The low bidder will be provided a list of follow-up questions via email ASAP to determine responsibility relating to this specific project and ability to meet the estimated period of performance. Responses to these follow-up questions is mandatory to proceed with the award.
