Specifications and other contractual documents must be obtained from SÉAO either via the website http://www.seao.ca or by calling 514 856-6600 for the Montreal region or 1-866-669-7326 for other regions. Printing and delivery will be invoiced by SÉAO, and the cost of acquiring plans and specifications is non-refundable.

BRIEF DESCRIPTION
The Centre de services scolaire des Grandes-Seigneuries is requesting tenders for the repair and beautification of the Laberge schoolyard.
The technical documents attached to this call for tenders are the specifications and the plan.
The specifications are a guide describing the nature and scope of the work. It is to be used by the Contractor in making his proposal. Responsibility for performance, proper operation and compliance with reference codes rests entirely with the Contractor.
The Contractor shall perform his work in accordance with all the requirements of the contract documents and shall examine the nature of the work and make full inquiries as to all existing conditions and limitations. The Contractor is deemed to be familiar with the difficulties and requirements of the work to be performed; therefore, no claim will be accepted on his part if he fails to comply with the required conditions.
The contractor is responsible for having the temporary building designed by a competent architect recognized in the province of Quebec. Architectural plans must be signed and sealed for construction by an architect who is a member of the OAQ.
This contract includes, but is not limited to, surveys, design, supply of materials, labor, professional services, labor, tools necessary for the fabrication and installation of modular classrooms and all work required in the existing school to connect the modulars.
SUBSTITUTION OR EQUIVALENCE
The bidder must submit to the PUBLIC BODY any proposal for substitution or equivalence of materials or equipment no later than May 07, 2024 at 4:00 p.m. in accordance with the procedure set out in the tender documents.
TENDER GUARANTEE
The TENDERER must accompany its Tender with a tender security equivalent to TEN PER CENT (10%) of the total price proposed in its Tender. This bid security must be produced in the following form;
a bond issued in favor of the PUBLIC BODY by a Financial Institution as defined in clause 0.01.23 hereof, which must comply with the provisions of the bid bond model reproduced in Appendix 4.01A of the Bid Form;
PERFORMANCE BOND
The TENDERER shall attach to its Tender a letter of undertaking signed by a surety guaranteeing the issue of a performance bond and a guarantee of the CONTRACTOR's obligations for pledges, materials and services in accordance with the requirements set out in Part 4.00 of the Contract. The CONTRACTOR must use the sample letter of undertaking reproduced in Appendix 4.02 of the Tender Form.
Under penalty of having the Contract withdrawn, the CONTRACTOR must, within FIFTEEN (15) days from the date of dispatch of the Notice of Award, provide the PUBLIC AUTHORITY with a performance bond and a guarantee of the CONTRACTOR's obligations for pledges, materials and services, each of which must be in an amount equivalent to FIFTY PER CENT (50%) of the contract amount, in the form of a bond issued in favor of the PUBLIC ORGANIZATION by a Financial Institution hereof, which shall conform to the provisions of the model performance bond and bond for obligations for sureties, materials and services reproduced respectively in Schedules 4.01A and 4.01B respectively.
PANDEMIC-RELATED MODIFICATIONS - CORONAVIRUS (COVID-19)
By submitting its bid during the COVID-19 period, the TENDER is aware of the government measures and economic context in effect on the day of submission. It will therefore not be possible for it to invoke these measures as a case of force majeure in order to avoid its obligations.
It is possible, however, that additional government measures or new unforeseeable events may occur after the contract has been awarded, and thus affect the completion deadlines.
In such a case, the PUBLIC BODY and the SERVICE PROVIDER will negotiate in good faith.
RECEIPT OF BIDS
Bids will be received electronically by SEAO or in hard copy at the Public Agency at 1325 rue Industrielle, La Prairie Québec J5R 2E4, before 10:30 a.m., local time, on May 16, 2024.

As of June 1, 2019, the transmission of the same bid electronically and on paper constitutes the filing of multiple bids and will result in the automatic rejection of all bids so filed. If a SUBMITTER wishes to submit a bid electronically, it must send a single bid via the SEAO. This may no longer be accompanied by a paper bid, on pain of automatic rejection.

OPENING OF BIDS
Bids shall be opened publicly, in the presence of a witness, at the place indicated above, immediately after the time and date set for receipt of Bids. BIDDERS may physically attend the bid opening.
The PUBLIC ORGANIZATION will also broadcast the Bid opening live on the web. Instructions for attending this broadcast are provided below:
