RECONSTRUCTION OF THE SPORTS AND RECREATION CENTER

The Town of Montreal West is requesting bids for the construction of its project by a construction contractor.

The project consists of the reconstruction of its Sports and Recreation Centre, including an indoor skating rink and outdoor aquatic facilities. The project also includes the demolition of the existing obsolete infrastructure, namely the Legion Arena, three outdoor pools and the North Chalet.

The City is receiving financial assistance from the governments of Canada and Quebec under the Programme d'aide financière aux infrastructures récréatives et sportives (PAFIRS - EBI).

Documentation: All terms and conditions are described in the tender documents which can be obtained through the Electronic Tendering System (ETS) as of January 12, 2023 at http://www.seao.qc.ca. Only bids prepared on forms obtained through the E-tendering system will be considered.

Receipt of Bids: The original of all bids, together with the required documents, must be enclosed in an opaque, sealed envelope and must be physically received at the reception desk of Montreal West Town Hall, 50 Westminster Avenue South, Montreal West, Quebec, H4X 1Y7, no later than 10:00 a.m. on February 24, 2023. Please note that the Town Hall is generally open to the public from Tuesday to Thursday from 8:30 a.m. to 4:30 p.m.; on other days, at these same hours, you must ring the doorbell to be admitted.

Site Visit: All Bidders are required to visit the work site between January 20 and February 3, 2023 inclusive. Bidders are requested to contact Mr. Chris Kearney by email (ckearney@montreal-west.ca) to schedule a visit.

Validity: All Bids shall be valid for a period of ninety (90) days from the opening of the Bids.

To be valid, a Bid must be accompanied by a bid bond in the amount of ten percent (10%) of the total value of the Bid (including taxes) or an irrevocable financial instrument in the same amount, made payable to the Town of Montreal West, as well as a letter of intent from a financial institution authorized to issue the required performance bonds for wages, materials and services, or an irrevocable financial instrument. These documents shall be valid for a period of ninety (90) days from the date of the bid opening and shall be certified originals.

The City does not undertake to accept the lowest or any of the bids received, without incurring any obligation or expense of any kind to the bidder(s). The City reserves the right to reject any bid from a bidder who, within the two (2) years prior to the bid opening date, has received an unsatisfactory performance evaluation from the City.

This Invitation to Tender is subject to the following market liberalization agreements entered into by the Province of Quebec: the Canadian Free Trade Agreement (CFTA); the Quebec-Ontario Trade and Cooperation Agreement (QOTCA); and the Comprehensive Economic and Trade Agreement (CETA).

The City is not required to provide reasons for accepting or rejecting any tender. The City may, if it is advantageous to do so, disregard any non-conformity of the bid if it does not violate the rule of equality among bidders.
