Procurement related to the development of the Ferencváros railway station (excl.) – Soroksár (excl.) railway line (EPC – Engineering Procurement Construction contract)
Based on sub-clause 2. of paragraph 2 of Article 2 of the Treaty entered into by and between the Government of Hungary and the Government of the Peoples’ Republic of China about the Development, Construction and Financing of the Hungarian Section of the Budapest-Belgrade Railway Line, MÁV Zrt. will exercise the rights and obligations undertaken as the Employer under the EPC contract. The main subject matter of this contract is the development of the Ferencváros Railway Station (excl.) –section 75+ 00 of MÁV railway line No. 150 with speed v=80km/h between sections 6+00-75+00 . , according to the principal rule, with substructures and superstructures, touching 1 large station (Soroksári út) The length of the contracted railway line is approximately 6.9 tkm (cca. 14 track kilometres. The subject matter of the procurement includes: 1. The main parameters shall be developed according to the specifications in force for the EU TEN-T network (class P4), taking into account the mixed traffic.2. Design speed 80 km/h in horizontal and vertical layout.3. Speed of authorization: 80 km/h 4. Open-line tracks: 25. Superstructure: Type 606. Construction and / or replacement of at least 28 side-tracks (station, line)7. Axle load: 225 kN8. Electrified line (25 kV, 50 Hz) with FET control construction and / or conversion of alternating current power lines (poles, support cables, catenary wire replacement, installation, etc.).9. Installation of new station and open line interlocking, KÖFI + ETCS L2, GSM-R system (during operation at a large station with relay interlocking)10. Maximum length of freight trains: 750 m11. Consideration of the transport of axle-exchanged wagons12. Establishment of facilities of a temporary stop for passenger and operational purposes. 13. Passenger spaces with PRM complianceThe main planning and construction tasks include:1. Preparation of the full design documentation for authorization (Permit and Construction Plans) 2. Certificates in compliance with the legal regulations (NoBo-DeBo)3. Obtaining an environmental permit on the basis of an environmental impact assessment prepared by the Employer4. Preparation of expropriation plans together with land registry transfer of changes5. Obtaining all permits to build6. Preparation of all detailed plans for construction, obtaining approval of operators7. Preparation of construction schedules, obtaining approval of operators8. Establishing consistency with the construction plan, assistance in the expropriation process9. Construction (From access to site to the successful technical handover)10. Participation in obtaining a permit to put in use11. Preparation of implementation documentation12. Warranty obligationsThe Contract Conditions will comprise the General Conditions forming part of the first edition of the Contract Conditions for PLANT AND DESIGN BUILD FOR ELECTRICAL AND MECHANICAL WORKS AND FOR BUILDING AND ENGINEERING WORKS DESIGNED BY THE CONTRACTOR published by the Fédération Internationale des Ingenieurs-Conseils (FIDIC) in 1999 and the Particular Conditions providing for the amendments, supplements of the General Contract Conditions to be drafted by the Contracting Authority, and which the Contracting Authority has consolidated into the General Contract Conditions, as well as the Contract Agreement with Annexes.
