This award procedure is for the procurement of a radio/emergency interrogation system (FNAS).
This award procedure is for the procurement of a radio/emergency interrogation system (FNAS). The FNAS will be operated as a pure software application on an infrastructure provided by the contracting authority. This includes servers, databases, data networks, etc. as well as the technology for the clients in the command and situation centres, for other organisational units and for mobile police work. The so-called workstation connections for headsets, loudspeakers, PTT buttons, etc. are not provided. For this purpose, suitable hardware solutions are to be offered by the contractor. For the operation of the application, the client will provide a private police cloud. The scope of services of the contractor thus refers to the provision, installation, configuration, commissioning and support for the operation of the application software for the FNAS as well as the hardware of the workstation connections. Due to the redundant system architecture of the project Control Centres 2025, this means a suitable installation of the central FNAS software components in the two data centres Dresden (DD) and Leipzig (L) as well as the client SW in the command and situation centres in Dresden, Leipzig, Chemnitz, Zwickau and Görlitz and other locations.The FNAS comprises the following individual systems:-- Five FNAS productive systems as independent software applications on virtualisation platforms of the AG for the effective operation of the five command and situation centres (FLZ). Each productive system is to be set up redundantly, i.e. A FNAS productive system as an independent software application on virtualisation platforms of the AG for the effective operation of the control centres of the State Criminal Police Office (LKA), One FNAS test system as an independent software application on virtualisation platforms of the AG, redundantly installed in the RZ DD and in the RZ L,-- A FNAS reference system as an independent software application on virtualization platforms of the AG for quality assurance, redundantly set up in the RZ DD and in the RZ L,-- A FNAS training system on virtualization platforms of the AG as an independent software application in the RZ DD,-- Applications for system management on virtualization platforms of the AG for the FNAS including suitable tools in each RZ with connection to the system management of the customer.The procurement also includes the associated services such as project management, development, customizing, delivery, installation and commissioning of the software application for the FNAS and the system management, the workstation connections, the integration with the other subsystems of the Control Center 2025 project, the migration to operational use and the nationwide rollout as well as services for the technical operation of the FNAS.Each FNAS has a number of interfaces. These include:-- IP emergency call interface in accordance with TR-Notruf 2.0,-- Interface to the state network for information and communication (LIK),-- Interface between the FNAS of the five command and situation centres,-- Interface to the operational control system for the general organisational structure (ELS-AAO),-- Interface to the voice and data documentation system (DOKU),-- Digital radio plug interface to digital radio gateways (DF-GW),-- Communication and data exchange with specific applications (e.g. other control centres, statistics output, etc.). e.g. other control centres, statistics evaluations).The services of the procurement for the FNAS form a factual, economic and legal unit as a system.With the start of the operative operation of a pilot control centre, services are to be provided for a period of 5 years. The contracting authority may subsequently extend the services five more times for a period of 12 months each time.
