COMBINED SYNOPSIS/SOLICITATION NOTICE: This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures; and supplemented with additional information included in this notice.
This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-87, dated March 07, 2016.
Solicitation 36C219Q0688 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award contract.
This procurement will be issued as a Veteran Owned Small Business Set-Aside. NAICS Code is 541612, Human Resources Consulting Services and the Small Business Administration s (SBA) size standard $15 Million.
The Government is seeking a vendor who can provide Employee/Labor Relations Consulting Services to VA Greater Los Angeles Healthcare System.
Leadership at the Greater Los Angeles Healthcare System has a critical need to provide ongoing advice and assistance in their Employee & Labor Relations area of Human Resources Management. Due to the rules and regulations that apply to the Federal Government, and even more unique regulations that apply specifically to the Department of Veterans Affairs, it is necessary these services be provided by a contractor with prior VHA experience in Human Resources and prior VHA experience as a contractor completing such actions.
Specific priorities are:
Provides guidance, consultation, advice and assistance to supervisory and management officials concerning the Federal employee relations and labor program, including adverse and disciplinary actions; and administrative grievances.
Provide assistance and recommendations on complex areas of Employee relations such as, actions under 38 USC 714 that are appealable to the Merit System Protections Board (MSRB); drafting Petitions for Review (PFR) on those actions appealable before the full board of the MSPB; and actions before a Disciplinary Appeals Board on professional Conduct and Competence (PCC) under 38 USC 7422.
Processes grievances for Title 5, Hybrid Title 38 and full Title 38 for three (3) active AFGE units.
Assist in the review and recommendations before the Federal Service Impasses Panel (FSIP).
Advises management of the Grievance process at each step and assists the Human Resources Officer (HRO), on issues relating to Unfair Labor Practices (ULPs) and discussions before the Federal Labor Relations Authority (FLRA).
Participates in consultations and negotiations between three separate labor organizations and management officials at all levels of this complex organization
Furnishes management and supervisory officials technical advice, assistance, and interpretation of labor-management policies, regulations, negotiated agreements and the Federal Law. Â
Provides advice and guidance on matters reviewable by the Federal Mediations and Conciliation Service (FMCS), Federal Service Impasses Panel (FSIP), and the Equal Employment Opportunity Commission (EEOC).
