MICROSOFT TEAMS MEETING
In the description of the call for tenders, it is stated that CHG will proceed with the opening of live bids on the Teams platform. Electronic submissions will be opened first, followed by paper submissions. Here is the link to the bid opening session on March 28 at 11:30 a.m.: (See info below). Bidders will be able to connect to the conference call using their meeting ID. The bid opening will take place at 11:30 a.m., so be sure to arrive a few minutes early if you wish to attend.
Note: Under the calendar tab, in MS Teams, there's the option to join with an ID in the top right-hand corner.
In the case of electronic submissions, we ask that you submit a SINGLE document via the SÉAO mailbox. The Excel file (digital docket) must be sent by e-mail following the bid opening. The paper option is still valid with the addition of a USB key for digital format.

TERMS AND CONDITIONS OF ISSUE

Documents may be obtained at the cost set out in the SÉAO fee schedule.

No site visits are planned for this project by OMHK. To gain access to the site prior to submission, please contact the project manager.

This contract is subject to the public procurement liberalization agreements established by the Quebec government:
▪ Agreement on Internal Trade ;
▪ Accord de commerce et de coopération entre le Québec et l'Ontario (ACCQO);
▪ Quebec and New Brunswick Government Procurement Liberalization Agreement (2008) (NBQA);
▪ Intergovernmental Agreement on Government Procurement between the Government of Quebec and the Government
of the State of New York (AQNY).

TENDER GUARANTEES
Bids must be accompanied by a bid security, in the form of a certified cheque or bid bond, in an amount equal to ten percent (10%) of the amount of the bid submitted. This guarantee shall be valid for a period of forty-five (45) days and shall be made payable to or in favour of the Owner, Kativik Municipal Housing Bureau (OMHK).
In the case of electronic bidding, only a bid bond is acceptable.
Bidding contractors are responsible for the selection of subcontractors, both in terms of their creditworthiness and the content of their bids, and must ensure that they hold the required licenses and permits.
PUBLIC BID OPENING PROCESS
Due to order number 2020-014 of the Minister of Health and Social Services dated April 2, 2020, the Mandataire must modify the bid opening process in order to comply with the Public Health Act, chapter S-2.2, concerning the prescription of measures to protect the health of the population in connection with the COVID-19 pandemic.

Submissions will be opened live from the MS Teams platform. The meeting ID to connect to the conference call will be communicated by addendum. Electronic submissions will be opened first, followed by paper submissions.

Consequently, contractors must submit their bids in a sealed envelope to the address indicated on the call for tenders, or in electronic form in the drop box on the SEAO website, before the scheduled bid opening time. However, in view of the current exceptional situation, our offices are open Monday to Friday between 8:30 a.m. and 4:30 p.m.

NOTE TO BIDDER
The OMHK does not undertake to accept the lowest or any of the bids received. In addition, the OMHK can only sign an agreement with a bidder if the necessary funds have been approved by the Société d'Habitation du Québec.
