This synopsis provides the Government's intent to award a sole source modification to extend the period of performance of contract HHSA290201400003C "Publications, Media and Marketing". This cost plus fixed fee (CPFF) contract was originally competed and awarded to BLH Technologies, Inc., 1803 Research Blvd, Suite 500, Rockville, MD 20850 on February 1, 2014. The current contract ends on May 31, 2019. The proposed modification will extend the contract for an additional two months, through July 31, 2019.

The current contract (HHSA290201400003C) is to assist the Office of Communications (OC) of AHRQ in managing and coordinating the agency's print and electronic publishing; media outreach, communications, planning, monitoring and marketing.  This will be a sole source modification to continue existing work for an additional 2 months. The proposed modification action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.

The extension of the services under the current contract was unforeseeable and not due to a lack of planning. BLH is the only contractor that can perform this work to maintain the quality, validity, and consistency of the services and deliverables provided under this contract. BLH has been the only contractor performing this work over the past 5 years and the use of another contractor would significantly increase the possibility of a disruption to these services. Another contractor would not be able to immediately provide these services to seamlessly continue operations.

This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed modification action based upon responses to this notice is solely within the discretion of the Government. Interested parties regarding this sole source action may contact the contract specialist, Robert Zuhlke, at Robert.Zuhlke@ahrq.hhs.gov no later than 10:00AM, EST, June 13, 2019. The final Justification for Other than Full and Open Competition (JOFOC) supporting this sole source action will be made publicly available as required.
