Description

The District of Birkenfeld, the Zweckverband Schienenpersonennahverkehr Rheinland-Pfalz Süd and the Zweckverband Schienenpersonennahverkehr Rheinland-Pfalz Nord, as the authorities responsible for local public passenger transport, intend to jointly award a public service contract for the provision of passenger transport services in road-based local public passenger transport (ÖSPV) for a period of 10 years from the start of operations on 1 August 2022. The public service contract covers 2 route bundles:1. Line bundle "Birkenfeld North" with the lines 800, 820, 840, 845, 850, 851, 855, 856/875, 860, 865, Ruftaxilinien (RT) 869 and 879The line bundle "Birkenfeld North" is divided into the following area lots:- Lot 1 includes the lines: 800, 840, 845,- Lot 2 includes the lines: 820, 850, 851, 855, 856/875, 860, 865, RT 869/879.2. Line bundle "Birkenfeld Süd" with the lines 823, RT 822, RT 828, RT 829, 830, 835, 870, 880, RT 899 and 890The line bundle "Birkenfeld Süd" is subdivided into the following area lots:- Lot 3 comprises the lines: 823, RT 822, RT 828, RT 829, 830, 880,- Lot 4 comprises the lines: 835, 870, 890, RT 899.The public service contract is designed as a so-called gross contract, i.e. the contractor (operator) receives an annual subsidy from the contracting authorities, with which all services to be provided by the operator are compensated. During the term of the public service contract, the content, scope, defined quality and other service standards may change, e.g. as a result of a change in transport demand, a change in the financial framework conditions or as a result of the updating of the local transport plan. In such cases, the contracting authorities may demand a corresponding adjustment of the public service contract (higher or lower performance, change in performance). The modalities of the adjustment are regulated in the public service contract.

Provision of scheduled public transport services on lines 823, RT 822, RT 828, RT 829, 830, 880. Provision of scheduled public transport services on lines 835, 870, 890, RT 899.
