Description

The subject of the contract is to supply (purchase):- two electrically powered low-floor articulated buses, brand new or used, but not older than the year of manufacture 2016 and a total mileage not exceeding 80 000 km each, meeting the requirements set out in the ToR and - one mobile charger (plug-in charging device) dedicated to each bus offered, meeting the technical requirements set out in the ToR.The order also includes the delivery of electronic equipment (dedicated devices and systems installed in the buses), the necessary software, documentation and training under the conditions specified in the ToR.
The ordered buses are to be made using for the indicated age of the vehicles the achievements of technology and workshop knowledge to ensure trouble-free operation with a minimum amount of maintenance work. Tested and approved materials are to be used for production. The vehicles are to be adapted to the needs of all users, including accessibility for disabled persons. The buses supplied are to be identical, which means in particular that: 1.1. they are identical in terms of completion; 1.2. they are fitted with assemblies and components from the same manufacturer; 1.3. they have bodies with the same external and internal styling and colours; 1.4. they contain identical equipment and organisation of the driving position; 1.5. they contain identical equipment and organisation of the passenger compartment; 1.6. they are manufactured by the same manufacturer; 1.7. 1.10. they have the same charging system; 1.11. they have the possibility of charging electrical energy at any of the driving positions held by the customer; 1.12. they have the same type of electrical energy storage devices (batteries, super capacitors or other devices); 1.13. they are to operate with the same systems described in the ToR 2.The vehicles must have the necessary documents allowing them to be sold, registered and used in Poland.3 The subject matter of the acceptance procedure may be vehicles with a five-pole pantograph head, however, the Contractor is obliged to replace the heads with four-pole ones.4The Contractor shall provide a plug-in charger approved for use.This order concerns delivery by purchase.The time limit for binding the tender referred to in section IV.2.6 of this notice is 60 days.Pursuant to art. 24aa of the PPL Act, the Contracting Authority may first evaluate the tenders and then examine whether the Economic Operator whose tender was evaluated as the most advantageous one is not excluded and meets the conditions for participation in the procedure.Technical criteria subject to evaluation referred to in section II.2.5 of this notice is the period of full truck warranty, the number of all passenger seats in the bus accessible from the level of low floor, evaluation of the parameter of equipping buses with safety systems, evaluation of the method of heating the bus passenger space, evaluation of the type of wheel rims in relation to the material used, evaluation of the type of ramp in the door leading to the wheelchair users' stand.Pursuant to Article 138c(1)(4) of the Pzp Act, the Contracting Authority requires that the share of goods from Member States of the European Union or countries with which the European Union has concluded agreements on equal treatment of entrepreneurs, or countries to which the provisions of Directive 2014/25/EU apply by virtue of a council decision, exceeds 50 % in respect of the supply. The Contracting Authority requires a declaration to this effect in the tender form (Annex 7 to the ToR). The Contracting Authority will reject a tender in which the share of goods originating from Member States of the European Union, countries with which the European Union has concluded agreements on equal treatment of economic operators, or countries to which the provisions of Directive 2014/25/EU apply by virtue of a council decision does not exceed 50%, pursuant to Article 138c(1)(4) of the PPL.
