Description

The subject of the contract is the delivery of 4 (four) brand new hybrid low-emission buses equipped with a diesel engine and an electric motor/engines, one-piece, low-floor, 11,5-12,5 m long, intended for use in regular city transport. Buses must be the same manufacturer and the same brand. Contractors can only offer mass-produced buses. A detailed description of the subject matter of the contract, including technical parameters, vehicle equipment and requirements of the Contracting Authority, is specified in Appendix No. 1 to the ToR - TECHNICAL DESCRIPTION OF THE ORDER'S S SUBJECT. Offered buses must meet the requirements specified in the regulations contained in: Section III of the Act of 20.06.1997. - Road Traffic Law (Journal of Laws of 2018, item 1990) and meet the technical conditions specified in the Regulation of the Minister of Infrastructure of 31 December 2002 on the technical conditions of vehicles and the scope of their necessary equipment (Journal of Laws of 2016, item 2022, as amended). The buses offered shall comply with the requirements and conditions laid down in Regulation No 107 of the Economic Commission for Europe of the United Nations (UN/ECE) - Uniform provisions concerning the approval of category M2 or M3 vehicles with regard to their general construction, hereinafter referred to as UN/ECE Regulation No 107 - concerning the requirements for category M3 vehicles of class I - low-floor. Offered buses must meet the requirements and conditions specified in the Regulation of the Minister of Infrastructure of 25.03.2013 on type-approval of motor vehicles and trailers and their equipment or parts (Journal of Laws 2015. item 1475). The offered bus type must have valid Vehicle Type Approval Certificates issued in accordance with the current regulations, which are the basis for its registration in Poland as of the date of submission of the offer. The buses offered must be equipped with a compression-ignition (diesel) internal combustion engine, meeting the limit conditions for the emission of gaseous and particulate pollutants and smoke smoke required by the EURO VI standard specified in the Regulation (EC) No. 595/2009 of the European Parliament and of the Council, Commission Regulation (EU) No 582/2011 of 25 May 2011 implementing and amending Regulation (EC) No 595/2009 of the European Parliament and of the Council with respect to emissions from heavy duty vehicles (EURO VI) and amending Annexes I and III to Directive 2007/46/EC of the European Parliament and of the Council. Offered buses must meet the requirements in accordance with the Regulation of the Prime Minister of 10.05.2011 on other than price mandatory criteria for the evaluation of tenders, with regard to certain public procurement (Journal of Laws of 2011 No. 96, item 559) - parameters described in Annex 1 - TECHNICAL DESCRIPTION OF THE PROCUREMENT OF THE ORDER. The buses offered must meet the EEC vehicle approval relating to the flammability of construction materials used in certain categories of vehicles, obtained in accordance with the conditions set out in Directive 95/28/EC of the European Parliament and of the Council of 24 October 1995 or UNECE Regulation 118. Offered buses must not be prototypes and must be brand new, i.e. manufactured no earlier than 2020, not used for presentation, testing and similar purposes, not registered, with a mileage of no more than 500 km plus access kilometres to the premises of the Ordering Party. The subject matter of the contract includes granting the Customer an internal authorization by the Contractor to the current maintenance and repair of the offered bus type together with training of the Customer's employees in the field of warranty services and service.
