the purpose of the consultation launched by the Communauté d'agglomération du Grand Chalon is to award a public service delegation contract for the operation of mobility services to a concessionaire
delegation de service public pour l'exploitation des services de mobilités de la communauté d'agglomération du Grand Chalon - les principales missions confiées au Concessionnaire sont les suivantes : - Operation of mobility services within the territory of the local authority; - Upkeep and maintenance of the movable and immovable assets required to operate the service (including the bus station); - Supply of all the resources, equipment and human resources required for operation, other than the assets made available by the local authority; - Upkeep, monitoring and maintenance of the major equipment (rolling stock, operating assistance system, on-board ticketing system, kiosks, agencies and stops (stations), etc.) belonging to the Concessionaire.The financing and acquisition of "small equipment" (office equipment, tools, service vehicles, IT equipment, etc.) required for operations.management of all customer relations, design, proposal and implementation of marketing initiatives; - the design and implementation of information, customer development and network promotion initiatives, under the supervision of the local authority; - information and advice for the local authority; - the provision and regular checking of up-to-date, reliable passenger information at all stops, as defined jointly with the delegating authority; - Operation and maintenance of the ticketing system, including management, control and collection of traffic revenues and fares; - Operation and maintenance of an operating assistance and passenger information system; - installation, operation and maintenance of traffic-light priority management equipment installed in vehicles; - operation and maintenance of the in-vehicle video-protection system; - collection of statistical information (including ridership by line, boardings by stop, etc.).advising and assisting the delegating authority in decision-making when requested, in particular for the introduction of new technologies or the implementation of new services, or for any other service modification. To this end, the Concessionaire will maintain a technology watch, so as to keep the delegating authority regularly informed of any new developments. The award procedure includes a mandatory variant. All bidders must include the following services in their alternative bids: Design and implementation of the bus depot's energy conversion according to the functional program provided in the tender documents. Details of the tasks entrusted to the concessionaire are defined in the DCE.
