Description

management of the Sables d'olonne Agglomération's urban, collective and active public transport service on land and sea, as described in the consultation file and its appendices.
the Service comprises : - the public urban mobility service, comprising: o the regular routes that structure and complement the OLEANE network, o the special school-urban routes, o transport on demand (Tad), o transport for people with reduced mobility, o the commercial agency and sales outlets, o long-term bicycle rental. This does not include self-service bicycles, which are managed separately under public contracts; - the public urban maritime transport service, comprising: o Link A (Quai Guinée - georges V La Chaume - cabaude); o the sea bus (PontonVendée Globe - quai Guiné - port Olona - ponton Vendée Globe); o Link C (Base de mer - grandeJetée). The Concessionaire is responsible for operating the concessionary public service through the following missions: - Operation of regular urban transport routes, seasonal routes, Transport surréservation (Tsr), Transport des Personnes à Mobilité Réduite (Tpmr), - Operation of special school bus services, registration of pupils transported, - operation of a long-term bicycle rental service, - management of information and sales outlets, both physical (agencies, stands, sales outlets) and non-physical (website, online store, social networks, etc.), - operation of a network of public transport companies.operation of urban public transport interchanges at stations, park-and-ride facilities and urban stations, and coordination with other modes of transport at these interchanges where appropriate, - participation in the maintenance of stop furniture: annual cleaning of stop posts, reporting of broken posts, shelters or other furniture at stops, - management of the ticketing system provided, - optimal management of rolling stock and boats, and their maintenance, - support for the delegating authority throughout the contract in its discussions on the improvement and development of the urban, land and sea transport network, from a technical, commercial and economic point of view. - Support for the delegating authority in the construction of a depot that may be built during the contract period - data transmission for open data, the Passenger Information System, Passenger Information Kiosks and any other device requiring the transmission of theoretical or real-time data, - management of information at stops, posts (post heads, information in timetable frames) and shelters (timetable frames only), - management and distribution of comprehensive multimodal information to the general public, on all modes of transport offered by the Sables-D'Olonne Agglomération. In this way, the delegatee must be able to provide users with information on both the services operated within the framework of the DSP and on services operated otherwise, with an initial level of advice and referral to the right structures. - Support for the conurbation in providing mobility advice to organizations (employers, associations, etc.), taking into account their specific problems, and setting up awareness-raising initiatives for their employees or the public.
