Description

The purpose of the public service delegation procedure (service concession) is, pursuant to Articles L. 1411-1 et seq. of the General Code of Local Authorities (CGCT), the provisions of the Public Procurement Code (in particular Articles L. 3222-1) and the Transport Code (which can be consulted on https://www.legifrance.gouv.fr), to select an economic operator with a view to awarding it a public service contract in the form of a concession contract for the management and operation of the public rail passenger transport service relating to the Star of Amiens services, including the Amiens to Abancourt and Rouen, Abbeville, Albert, Saint-Quentin, Laon, Compiègne and Creil lines, and Creil to Beauvais, Beauvais to Le Tréport, Abbeville to Le Tréport and Laon to Hirson. These lines correspond to an annual volume of traffic estimated at 3,400,000 train-kilometres.
The concession holder must provide the following services in particular:1) passenger transport, in particular: operation of rail services, operation of alternative road services, operation of additional road services; management of the interfaces with the infrastructure manager and station manager, in particular for the allocation of capacity on the network (train path orders);2) transport services, in particular: the management of services necessary for the proper execution of the service which would be entrusted to third parties (e.g. services in stations), the provision of services linked to the marketing of the service (reception and information of passengers, including in disrupted situations, distribution, validation and control of tickets, implementation of the pricing policy set by the region, etc.), the provision of services linked to the marketing of the service (reception and information of passengers, including in disrupted situations, distribution, validation and control of tickets, implementation of the pricing policy set by the region, etc.), the provision of services linked to the marketing of the service (e.g. the provision of services in stations), the provision of services linked to the marketing of the service (reception and information of passengers, including in disrupted situations, distribution, validation and control of tickets, implementation of the pricing policy set by the region, etc.), communication and promotion measures, participation in the development of intermodality), measuring, organising and improving the effective quality of the service provided, managing preventive measures to promote security in trains and stations, and combating fraud, carrying out studies and consultancy services to improve the range of services on offer and the service provided.The concessionaire will be responsible for the management, upkeep and maintenance of the assets used for the service. As soon as the contract comes into force, the concessionaire will be responsible for carrying out all the tasks required to take over the operation (transfer of personnel, handing over of goods and inventories, organization of tools, data and services). As regards rolling stock maintenance, it will cover all operations (levels 1 to 5), with the exception of level 5 operations that could already be undertaken and which would then be specified in the consultation file. The Region will make available to the concessionaire the rolling stock and fixed installations assigned to the public service granted, including in particular the maintenance installations. All the assets made available will be specified in the consultation file. The concessionaire will benefit from an investment subsidy paid by the Region to cover part of the investment requirement, in particular for rolling stock (including possible acquisitions if and only if the size of the fleet so requires; including asset operations). The contract includes an option within the meaning of Article R. 3135-1 of the public procurement code. This option consists of the railway operation and management of the "Abbeville to Le Tréport" line. The realisation of this option is subject to an express decision of the regional council. The characteristics of this option will be defined in the consultation file of the companies.
