Public Advertisement for an Expression of Interest (EOI)   INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI) AS TO THE AVAILABILITY OF SPACE FOR LEASE IN THE CITY OF DARTMOUTH, NOVA SCOTIA FILE NUMBER 81002331   Public Works and Government Services Canada (PWGSC) is asking interested parties to provide information for a potential lease of space that meets the following criteria: Section A: Lease Components a lease term of approximately 15 years, commencing on or about May 1 st , 2023, plus the option to terminate the lease anytime on or after the 30th day of April 2033 provided written is given at least six (6) months prior; approximately 264.3 usable square metres (um 2 ) of contiguous office space, 450.0 um 2 of contiguous warehouse space, 306.04 um 2 of contiguous compound space and eight (8) reserved parking spaces; the proposed space must be available approximately 16 weeks prior to the above-noted lease commencement date so all space(s) may be prepared for occupancy; the proposed space must be located in the Burnside Industrial Park, Dartmouth, Nova Scotia the proposed space must be accessible by public transit. The transit stop must be located no more than 500 metres walking distance from the building entrance. Walking distance shall be calculated using sidewalks and crosswalks and the frequency of service must not be greater than 30 minute intervals between the hours of 0700 hours and 1800 hours, Monday to Friday inclusive; there must be an accessible walking route between the public transit stop and the building; or the proposed space must have commercial or municipal parking located no more than 500 metres walking distance to the building entrance closest to the potential office space. Walking distance shall be calculated using sidewalks and crosswalks; or if either of the above requirements can not be achieved then an additional 16 spaces is required for employee parking must be located no more than 500 metres walking distance to the building entrance. the proposed space must be located in either existing buildings or buildings to be constructed and should satisfy or be capable of satisfying the following criteria: 1. the proposed space must be contiguous on one floor at grade level. 2. the proposes warehouse is be divided into one heated and two unheated bays each with a grade level loading overhead doors; one (1) to the Heated Storage Area, 3.81 meters wide X 4.88 high and two (2) to the Unheated Storage Area, 4.26 meters wide by 4.26 meters high. 3. the proposed warehouse must have a minimum finished ceiling height measured from the underside of the lowest ceiling projection to the finished floor throughout warehouse storage area, must accommodate the headroom required for the O/H door installation and operation and in no instance, shall the height be less than 5.48 meters. 4. the proposed warehouse bays must be a minimum of 23 meters deep and 6.4m wide. 5. the proposed compound must be paved to allow access to forklifts usage, large vehicle storage without disturbing the compound bed. The Compound area shall be a minimal 19.8 meters deep with the gates positioned in the centre of the end. The depth is to accommodate a combined vehicle and boat trailer length of 18.6 meters and provide adequate turning area in front of gates (23 meter radius) to permit easy maneuverability of large vehicles, such as boats, trucks, etc. 6. the physical characteristics of the land and building and the area and environment surrounding it, including neighboring land uses, should be compatible with PWGSC’s and/or the intended users intended use of the accommodation 7. PWGSC may not consider spaces or building that do not provide an acceptable configuration , are located in proximity to sites with incompatible usages, do not meet PWGSC’s and/or the intended user’s safety and/or security requirements or not currently properly zoned. on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PWGSC’s Standards for Leased Accommodation , a copy of which may be obtained from the contact listed in Section F; Note: PWGSC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public. Section C: Responses Requested by   As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners/agents/mandatories should provide their response by October 22, 2021. Any response received after this date may not be considered. Section D: Information Provided by Interested Parties or Agents of Interested Parties Information provided by interested parties or agents of interested parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PWGSC with a letter authorizing them to do so. Section E: Security Requirement   If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the at the “Reliability” level, approved and granted by the Contract Security Program (CSP) of PWGSC prior to award. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CSP/ PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca . PWGSC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PWGSC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PWGSC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
