Description

Subject: Provincial - Aircraft and helicopter charter on request for medical evacuation

For information purposes only and without any commitment on the part of Hydro-Québec, the order of magnitude including options is: between $1,000,000 and $3,000,000

Request for information: Must be addressed to the person in charge at least three working days before the deadline for receipt of bids.
Description of purpose: The Carrier offering its services for the transportation of patients during medical evacuations must comply with all applicable laws and regulations. These flights must be operated in accordance with the procedures described in the Carrier's operations manual, as well as with reference document no. TP10839 issued by Transport Canada.

An air medical evacuation flight must include two pilots and at least, but not limited to, one of the following professionals: a physician - as defined by the Medical Act (RLRQ, c. M-9); a nurse or specialized nurse practitioner - as defined by the Nurses Act (RLRQ, c. I-8); or an ambulance technician - as defined by the Medical Act (RLRQ, c. M-9). I-8); or an advanced care ambulance technician - as defined by the Regulation respecting the professional activities that may be carried on within the scope of prehospital emergency care and services (RLRQ, c. M-9, r. 2.1).

The Carrier must be able to make a medical assessment of the patient before taking the flight.
