Description

Execution of the monitoring and the scientific accompanying investigations within the scope of the Saxonian Wolf Management.
Basic principles and objectivesThe wolf is a priority species according to the FFH directive and enjoys strict protection according to the Federal Nature Conservation Act § 7. The EU expects the member states to guarantee or bring about a "good conservation status" of priority species. The responsibility for this lies with the federal states. About a quarter of the wolf occurrences in Germany currently exist in Saxony. Since the year 2000, young animals have been regularly reared here. For the Free State of Saxony, it is therefore necessary to organise and ensure management, including accompanying scientific studies, in accordance with EU law. In 2018/19 there were at least 26 wolf packs or pairs in Saxony (map see appendix 1). In the planned processing period until 05/2022, an increase is expected for the calculation of the accompanying studies. In the course of the reorientation of the Saxon wolf management, scientific accompanying investigations and monitoring are to be carried out in coordination with the Saxon State Ministry for Energy, Climate Protection, Environment and Agriculture. The current basis for this is § 3 para. 1 of the Saxon Wolf Management Regulation (SächsWolfM-VO) of 15 May 2019 (SächsGVBl. p. 332).in the monitoring population size (number of herds including assessment of reproductive success, territorial pairs, territorial single animals) and occurrence areas of the wolf as well as trends of these parameters are to be determined. The monitoring in Saxony is carried out according to scientific criteria in line with the standards for large carnivores in Germany, which were developed on behalf of the Federal Agency for Nature Conservation and confirmed in 2009 by the Länder Working Group for Nature Conservation (LANA) (in the current version BfN 2015). As far as possible, in-depth investigations (e.g. determination of litter sizes, investigation of torn prey (wild animals), genetic investigations on origin and relationship) and research projects (e.g. solution analyses, genetic variability in the subpopulation, causes of death) are to be carried out or supported. The collected data must be processed, evaluated according to current monitoring standards and made available in a timely manner. This includes the transfer of data to the Federal Documentation and Advisory Centre for the Wolf (DBBW). Furthermore, problematic behaviour of wolves (in the sense of the technical concept BfN 2007) has to be documented, evaluated and immediately transferred to the Specialist Unit Wolf at LfULG.
