Description

The purpose of this contract is to provide simulation and maintenance services for the goods and passenger transport model of the Service de l'économie verte et solidaire (SEVS). The services include model maintenance, model use and development services. These services are standard in the field of travel demand forecasting with the help of a strategic model.
The Green and Solidarity Economy Service (SEVS) is regularly consulted in the framework of national transport policy evaluation processes or major investments in the interurban field for both goods and passengers. It also produces long-term demand forecasts for the Ministry. For this work, the SEVS primarily uses MODEV, a multimodal passenger and freight transport model. MODEV is designed under the CUBE software suite. It follows a standard four-stage architecture: generation, distribution, modal choice, assignment. It is composed of two sub-models: a freight sub-model and a passenger sub-model. MODEV is a national model whose objective is to better analyse the impact of new infrastructure or service offers, the expected growth of traffic, the distribution and modal competition of flows and transport conditions. In other words, MODEV aims to evaluate and distribute flows, of goods and passengers, on the different transport networks (road, rail, river, sea, air) at different horizons (current, but also projected). In addition to new infrastructure, the model must be able to represent the impacts of pricing policies and produce information useful for the evaluation of externalities. Even if it is mainly long-distance transport (passenger and freight), i.e. over 100 km, that is dealt with in MODEV, an annex module makes it possible to quantify short-distance passenger flows in a simplified way and to pre-load them on the networks. In order to model transit phenomena correctly, its geographical area extends beyond France, since it covers almost the entire European Union with a zoning in 597 zones, including 342 zones in France. The model is based on a relatively detailed representation of the networks: the road network consists of motorways, national and main departmental roads and some urban roads. The objective of MODEV is mainly to estimate interurban flows, which does not require a network including all urban roads. The capacity of these road infrastructures is taken into account by the model using flow-speed curves in order to integrate the notion of congestion. The rail network includes the main and secondary rail networks. The river network distinguishes the Nord Pas-de-Calais, Seine-Oise, Rhône - Saône and Rhine-Moselle basins as well as the main European network. The maritime network consists of 25 ports, 8 of which are French. Finally, air links originating or terminating in France are taken into account.
