Basic refurbishment of the Behördenzentrum in Columbiadamm 1-7c, Platz der Luftbrücke 1-3, Mehringdamm 129, Schwiebusser Straße 129a-d, 12101 Berlin (designation of the building project: "Behördenzentrum Platz der Luftbrücke 1-3"),Award of contract for project management services (AHO issue No. 9, status May 2014):The building used as the Behördenzentrum Platz der Luftbrücke 1-3 (reinforced concrete, masonry construction, gross floor area approx. 85,000 m2) is located in the Tempelhof district. It was built according to the plans of Arch. E.Sagebiel in connection with the construction of the adjacent Tempelhof Airport for the Reich Air Ministry in the years 1937 to 1944. The complex is now a listed building and, together with the airport building and the airlift square, is a listed building ensemble. The overall building consists of eleven interconnected parts. All components have 4 above-ground floors, a non developed gable roof and up to 2 basement floors. In the basement a three-part technical corridor connects all building parts. The media technology supply of the individual building sections is carried out vertically in individual strands from this three-part technical corridor. There is a considerable maintenance backlog in the entire building. The building and the outside facilities as well as the building services (except for the CHP), which are largely disconnected, are to be comprehensively renovated in stages as part of a general overhaul while the building is still in operation, while at the same time making it completely barrier-free. For the project management services to be awarded, services are to be provided in all project stages and all areas of activity.
The project management services put out to tender here, service profile project control for the basic rehabilitation of the Behördenzentrum Platz der Luftbrücke 1-3, D-12101 Berlin, comprise the service areas A, B, C and D in the project stages project preparation, planning, preparation for execution, execution and project completion in accordance with AHO Book 9 (as of May 2014), Part 2 § 2. Basic services and special services are to be provided here. The planning services to be provided by the participating specialist planners essentially comprise:I. Measures Technical equipment ELT:1. dismantling of the existing building services (ELT/HLS/data/air conditioning).2. renewal of the medium-voltage switchgear and the two transformer stations with a capacity of 800 kVA each. Each transformer station receives a NSHV. The components or floors are supplied via main distribution boards or floor distributors.3. installation of a stationary emergency power supply unit and safety lighting.4. renewal of the electrical equipment (including switches, sockets, lighting systems) and the lightning protection and earthing system.5. installation of bell systems, radio clocks throughout the building and a BOS building radio system in the supply and installation corridors in the basement area.6. installation of a service-neutral data network via three separate main building distributors, from which the component-related floor distributors are supplied.7. installation of a fire alarm system with fire brigade connection. The scope of protection corresponds to Category 3: Protection of escape and rescue routes in all building components.8. Replacement of existing lift systems (15 pcs.).9. Renewal of outdoor lighting by means of LED lights. This will involve installing mast luminaires in all courtyards along the roads and parking spaces and installing bollard luminaires continuously on the pavements.10. Examination, supplementation and updating of the available incomplete EW construction documents (resulting from the approved decision paper for construction according to RBBau) including the cost calculation prepared.11. proposals for the optimisation and improvement of the existing draft planning in technical, design and financial terms.12. contribution to the feasibility study for the accommodation of company vehicles in a new underground car park to be built in the inner courtyard 2.II. Measures Technical equipment HLS:1. renewal of the waste water, rain water, drinking water, heating water, ventilation and air conditioning systems and fire extinguishing systems in large parts. Renewal of the rainwater pipe system in the entire outdoor area. Installation of rainwater retention basins, courtyard inlets and gutters.2 Separation of the drinking water and fire-fighting water supply. Renewal of the existing above-ground hydrants for the fire water supply. Renovation and renewal of fire extinguishing systems in accordance with the fire protection expertise.3 The authority centre has its own heat supply system for the heating system, consisting of a CHP unit and gas condensing boilers, which were erected in 2016. Renewal of the distribution network for the heat supply of the building.4 Selected meeting, EDP and server rooms are to be cooled in future. New construction of an adsorption refrigeration plant, a compression refrigeration plant, a recooling plant on a roof terrace and new construction of a refrigeration supply system and indoor air conditioning units.5 Renewal of existing air conditioning systems and new construction of additional supply and exhaust air systems, some with heat recovery, primarily for WC facilities, tea kitchens and kitchen for canteen, dining hall, meeting room and underground car park.6. installation of smoke extraction systems to supply the electrical operating rooms, the elevator machine rooms and the server rooms by means of smoke extraction fans, which are installed in the attic.7. installation of a building automation system to monitor, control and regulate the building services systems.8. examination, supplementation and updating of the available incomplete EW construction documents (resulting from the approved decision paper for construction according to RBBau) including the prepared cost calculation9 . Suggestions for the optimisation and improvement of the present design planning in technical, design and financial terms10. Contribution to the feasibility study for the accommodation of company vehicles in a new underground car park to be built in the inner courtyard 2III. Measures Object planning structural engineering and structural design:1. As a result of labour protection law requirements, the staircases and access halls of building components 1-5 and 7 are to be designed and implemented with railing elevations (coordination with the monument protection authority required).2 In terms of monument protection law, the above-mentioned components, together with the façade and the building cubature and the windows, are the main features of monument protection. In the area of the war-damaged building components 8 to 10 as well as the most recently completed building components 6 and 11, the above-mentioned finishing standards are significantly lower, here there are concrete block floorings on the stair steps and landings, simpler railings, partly in the typical training style of the 50s and 60s as well as linoleum-covered corridors. An optimisation of the present design planning for the upgrading of these areas is to be achieved as a special achievement.3. canteen: In the area of component 5, the central supply area with kitchen, canteen hall, small dining room and adjacent cabinets is located. The former kitchen is located on the 3rd floor and will be rebuilt and equipped according to the current requirements. For the area of former kitchen preparation rooms that are no longer necessary, alternative uses are to be developed in coordination with the Monument Authority in accordance with the space requirements of the BImA (meeting rooms, offices, multifunctional rooms).4 Some of the building components still contain original composite wooden windows, which are to be renovated. The present draft planning is to be revised and updated for the necessary renewal of the existing windows (in accordance with the historical stock) in building components 4 and 7, in coordination with the Monuments and Sites Agency.5. examination, supplementation and updating of the existing incomplete EW construction documents (resulting from the approved decision paper for construction according to RBBau) including the cost calculation prepared.6. implementation of structural value preservation measures in almost all building trades (basic repair). Examination, supplementation and updating of the available incomplete EW construction documents (based on the approved decision paper for construction in accordance with RBBau) including the prepared cost calculation7. Suggestions for the optimisation and improvement of the existing design planning in technical, creative and financial terms8. Coordination of the input for the feasibility study and preparation of the corresponding documents for the accommodation of company vehicles in a new underground car park to be built in the inner courtyard 2IV. Specification of structural framework:1. the necessary structural planning services are to be provided for the new construction of some wooden roof trusses and for the upgrading of roofs.2. design and implementation of a roof framework for an existing garage (civil engineering work).3. structural planning services are to be provided for additional newly planned lifts in building parts 5 and 6.4. execution of structural design services in connection with the complete new installation of the building services systems and the renewal of internal roof drainage pipes as well as the implementation of prescribed fire protection measures (construction of shafts and corridor crossings, horizontal and vertical openings in the existing building).V. Description of NBB Coordination (Buildings)Coordination of NBB criteria for the NBB system variant for office and administrative buildings - Complete Renovation module, within the framework of an analogous application is planned. An evaluation of the individual criteria relevant for the basic refurbishment and the main criteria groups are available. The services are broken down according to the responsibilities of the building planner and the project controller:- LPH 5, 8, 9 services are to be provided by the object planner- LPH 6 and 7, 9 (in part) are the responsibility of the project controllerVI. Description of services for outdoor facilities:1. Examination, supplementation and updating of the available incomplete EW construction documents (resulting from the approved decision paper for construction in accordance with RBBau) including the prepared cost calculation2. Suggestions for the optimisation and improvement of the existing design planning in technical, design and financial terms.3. contribution to the feasibility study for the accommodation of company vehicles in a new underground car park to be built in the inner courtyard 24. review of the preliminary planning for back restraint on the site and further processing (LPH 3-9)5. development of the implementation planning for the basic repair/design of the outdoor facilities and interior greenery (dining hall), as well as planning of rainwater retention (LPH 5)6. invitation to tender, implementation and documentation of all measures (LPH 6-9)
