Description

The subject of the procedure is the award of project management services in accordance with issue no. 9 of the AHO technical commission "Project Control / Project Management", edition 2014 for the project "Capacity Expansion East-West Axis Cologne". The contractor is to ensure the performance targets of qualities, functionalities, cost and deadline specifications as well as to provide other specific coordination, support and consulting services. The services to be awarded are based on the AHO, project stages 1 - 5. It is intended to award the contract in stages and, if necessary, in sections; there is no entitlement to subcontracting. The clients are entitled to terminate the contract at any time.
The subject of the procedure is the award of project management services in accordance with Issue No. 9 of the AHO Specialist Commission "Project Control / Project Management", 2014 edition, for the project "Capacity Expansion East-West Axis Cologne". Project control and project management services in accordance with Issue No. 9 of the AHO Specialist Commission "Project Control / Project Management", 2014 edition, for the following areas of activity:- Organization, information, coordination and documentation;- Qualities and quantities;;- Costs and financing;- Deadlines, capacities and logistics;- Contracts and insurance.The project Capacity Expansion East-West Axis consists of the following measures:I. The clients intend to gradually award general planning services for a capacity extension of tram line 1 on the section from Weiden West to Heumarkt. The platforms of the existing stops are to be extended to a useful length of 80 m for the use of long trains. The stops on Aachener Straße (Weiden-West to Universitätsstraße) are to be planned for the final state, the inner-city stops Moltkestraße to Heumarkt, in a high-quality and sustainable way as an interim state. The general planning services include in particular Object planning of traffic facilities for rail and road traffic, object planning of engineering structures, structural design, specialist planning of electrical and specialist planning for the technical equipment of the road traffic facilities. The contract is part of the overall project "Conversion of the East-West Axis" - one of the most important urban development projects of the City of Cologne.II. The clients also intend to award general planning services for a variant investigation in the inner city area for the above-mentioned route for an above-ground solution and an underground solution. The above-ground solution provides for a complete reorganisation of all traffic facilities on the surface between Heumarkt and the railway ring. The underground solution provides for an underground light rail system and a complete reorganisation of the traffic facilities remaining on the surface. The tunnel in the inner city area is to extend from the Heumarkt stop to the level of the railway ring with 4 stops and a branch of line 9 west of the Neumarkt. The existing underground connection stops Heumarkt, Neumarkt and Rudolfplatz are to be connected during the underground tour. Following a political decision as to which variant is to be given preference, further planning services from service phase 3 HOAI are only to be provided for the preferred variant. The City of Cologne estimates the costs at approximately EUR 100 million for the above-ground solution and approximately EUR 700 million for the underground solution (approximately EUR 635 million for tunnels and approximately EUR 65 million for surface).III.
