Tivoli University Hospital's Human Resources Department is looking to modernize its payroll and personnel administration environment with a high-performance, user-friendly software solution that is open to integration with third-party software.In summary, Tivoli University Hospital is looking for a Payroll and HR Administration solution that includes User licenses and their maintenance, including user support Associated technical and legal services Secure hosting services (mandatory option) Implementation services for a January 1, 2023 production start date.The provision and maintenance of user licenses for this contract covers a firm 4-year tranche and three conditional 2-year tranches.The Bidder will propose a provision and maintenance offer for a total duration of 10 years.The Bidder will propose a license provision and maintenance contract. This contract will include both updates and upgrades, technical and functional assistance for updates, and travel for the duration of the contract.
Tivoli UHC has approximately 1700 salaried workers (including 10 HR staff members handling payroll) and 300 active freelancers.Since 2013, the reporting and payroll of salaried workers are managed with the ARNO application from Sheherazade/Acerta.The Payroll process is managed by Tivoli UHC's internal payroll team and the ARNO application is installed on local servers.The ARNO application is also used for the management of freelancers and the generation of payment files and tax certificates.In order to improve its efficiency and the service to its internal customers, the Human Resources department of Tivoli UHC wishes to modernize its "Payroll" environment and to acquire a powerful, user-friendly payroll and administrative personnel management software open to integration with third-party software.The software must allow the management of different groups of workers: Tivoli UHC employees (employees and workers), including its specialist doctors in training, early retirees and jobbers Employees of CSH polyclinics or other related legal entities but distinct from Tivoli UHC and falling under sub-commissions of CP330 Self-employed workers Administrators Inactive workers and/or those who do not generate payroll (long-term absentees, Tivoli UHC would like the software supplier to be able to provide quality services in a flexible and reliable manner in the technical and legal fields (social and tax law) in the specific context of the hospital sector.Tivoli UHC wants its new payroll software to go live on January 1, 2023 and is counting on the Adjudicator's experience and expertise to manage the transition project, including the migration of existing reporting and regulatory data and some historical contract data to the new environment, as well as the programming of key critical reports.
