1. The United States of America, acting through Millennium Challenge Corporation ("MCC"), and the Government of Benin (the "Government"), signed on December 14, 2022 in Washington DC a Compact for assistance to the regional Millennium Challenge Account in the approximate amount of two hundred two million (202,000,000) U.S. dollars ("MCC Financing"), together with a contribution from the Government of Benin of fifteen million one hundred fifty thousand (15,150,000) U.S. dollars aimed at promoting poverty reduction and economic growth in Benin ("The Compact"). The Government acting through MCA-Benin Regional intends to use a portion of the MCC Grant for eligible payments under the Contract for which this Request for Proposals ("RFP") is issued. The Compact and its associated documents are available on the MCC website (www.mcc.gov) and on the MCA-Bénin Régional website (www.ucfbenin.bj).

2 The Compact program comprises the following two (2) projects:

(i) The Corridor Infrastructure (CI) Project, which aims to reduce transport costs along the transport corridor running from Cotonou in Benin to Niamey in Niger;

(ii) The Efficient Corridor Operation (ECO) Project, which aims to reduce transportation costs along the Corridor, from Niamey (Niger) to Cotonou (Benin), including vehicle operating costs, time-related costs, injuries and fatalities, as well as costs related to poor process reliability and market inefficiencies.

3) MCC requires all recipients of MCC Funding, including MCA-Benin Regional and any applicant, bidder, supplier, contractor, subcontractor, consultant or subconsultant whose services are solicited under an MCC-funded contract, to adhere to the highest ethical standards in the award and execution of such contracts. The MCC Policy on the Prevention, Detection and Punishment of Fraud and Corruption in MCC Operations (MCC Anti-Fraud and Anti-Corruption (AFC) Policy) applies to all contracts and Request for Proposal procedures involving MCC Funding. The Policy is available on the MCC website at https://www.mcc.gov/resources/doc/policy-fraud-and-corruption.

This Request for Proposals complements the General Procurement Notice which was published on the MCA-Bénin Régional websites (https://www.ucfbenin.bj/) and in the local newspaper La Nation on October 09, 2023 and as amended and published on the Dg Market websites (http://www.dgMarket.com) on November 13, 2023, UNDB Online (http://www.devbusiness.com) on November 14, 2023, MCA-Bénin Régional (https://www.ucfbenin.bj/) on November 15, 2023 and in the local newspaper La Nation on November 17, 2023.

(4) MCA-Bénin Régional now invites duly constituted Companies to submit a proposal for the provision of Program Management and Environmental and Social Management Consulting Services ("Proposals"). Further information on these consultancy services is provided in the Terms of Reference in section V of the Request for Proposals.

5 This RFP is open to all eligible entities ("Consultants") wishing to participate. Subject to the restrictions set forth in the RFP, Consultants may partner with other Consultants to optimize their ability to successfully execute the contract.

6 A Consultant will be selected under the Quality and Cost Based Selection (QCBS), the evaluation procedure whose steps are described in the sections of this RFP in accordance with the "MCC Program Procurement Guidelines" available on the MCC website (www.mcc.gov/ppg). The selection process, as described, includes the review and verification of the Consultant's qualifications and past performance, as well as a reference check, prior to the award of the Contract.

7 Please note that a Pre-Proposal Conference was held on January 08, 2024. A second pre-proposal conference will be held on February 21, 2024 at 14:00 - UTC+01:00, as indicated in the Request for Proposal Data Sheet ("RFPDS") in Section II of this RFP Template. The presence of all potential Consultants or their representatives is strongly recommended, but not mandatory.
