"New Perspectives" § 16.1 sentence 2 of the Second Book of the German Social Code in conjunction with § 45.1 sentence 1 nos. 1 and 2 of the Third Book of the German Social Code) The object of the benefit is the conception and implementation of a measure for activation and preparation for the labour market for people with complex problem situations of various kinds in combination with elements for introducing the participants to the labour market and identifying, reducing or eliminating placement obstacles. The aim is to activate and stabilise the participants through individual support including outreach work and practical work experience in order to prepare them for the general labour market and to integrate them if necessary. Maintaining the ability to work and consolidating the willingness to work should play an essential role in this process. - Target group: Persons eligible for benefits whose occupational integration is particularly difficult due to several placement obstacles. They are frustrated by negative experiences, among other things, see no prospects for themselves and have a high need for stabilisation and support. Participants are often not able to make progress in their integration into the labour market without individual support. An increased socio-educational care effort is necessary. Furthermore, participants may find it difficult to participate in the measure on a stable, regular basis and on their own responsibility, and may therefore require individual support during the measure in order to achieve participation in the measure and subsequent stabilisation. - Ottendorf-Okrilla or Radeberg or Pulsnitz can be considered as the location of the measure. Due to the outreach work, additional places of action are the whereabouts of the participants, usually their place of residence, their habitual and/or actual place of stay and, if necessary, also places where socio-pedagogical accompaniment and support is provided, e.g. counselling centres, authorities and other network partners. - Personnel key: Social pedagogue: participants = 1 : 12, instructor: participants = 1 : 12.

The maintenance of the ability to work and the consolidation of the willingness to work should play an essential role in this. - Target group: employable beneficiaries whose occupational integration is particularly difficult due to several placement obstacles. Furthermore, participants may find it difficult to take part in the measure on a stable, regular and independent basis, and may therefore require individual support during the measure in order to achieve participation in the measure and subsequent stabilisation. - Duration: Start 1.1.2021, end 31.12.2021 (duration: 12 months). - Special features of the contract period/extension option: For the period 1.1.2022 to 31.12.2022, the client reserves the right to extend the contract until 31.10.2021 at the latest by written declaration to the contractor. Otherwise the measure ends without a declaration of extension on 31.12.2021. The contract can be extended for a second time for the period from 1.1.2023 to 31.12.2023 if the customer declares the extension in writing by 31.10.2022 at the latest. It is also possible not to use the first option of contract extension, but the second option. In this case this must also be declared in writing to the contractor by 31.10.2022 at the latest. During the extension period, the contractor must provide the same services at the same conditions as in the letter of offer. The use/non-use of the extension options by the client is not subject to any conditions or requirements. No justification is required for this. - Number of participants: 12 - Location: Ottendorf-Okrilla, Radeberg or Pulsnitz This is within the bidder's freedom of decision. Due to the outreach work, additional places of action are the participants' places of residence, usually their domicile, the usual and/or actual place of residence and, if necessary, also places where socio-pedagogical accompaniment and support is provided, e.g. advice centres, authorities and other network partners. - Personnel key: Social pedagogue: participants = 1 : 12, instructor: participants = 1 : 12 The value "1" shown in the personnel key corresponds to a weekly working time of 40 hours. An essential prerequisite for the success of the measure is personnel who correspond qualitatively and quantitatively to the service description. The personnel employed must be professionally qualified and personally suitable to perform the tasks required for the target group. to be able to carry out the activities required to fulfil the contract for the target group. Social skills and pedagogical experience in connection with the performance of the service must be ensured by the contractor for each employee entrusted with the assignment. When submitting the tender, the qualification of the personnel to be deployed must be demonstrated by means of completed Form E.1 and explained in the concept of the measure. In Form E.1, the information provided by the tenderer on the required fields "vocational qualification", "assignment in the measure as", "proof of pedagogical aptitude", "proof of professional experience" and "total hours per week in the measure" is binding in the event of a subsequent award of contract. In the case of several eligible employees of the tenderer for a staff deployment in the measure, the information on Form E.1 should therefore be provided by the tenderer to an extent that all of the eligible employees can fulfil. Evidence of the personnel must be submitted on Form E.2 (general overview) after the contract has been awarded. The qualifications of the personnel must be proven accordingly. By submitting Form E.2, the Contractor assures that the personnel reported meet the requirements of the service description in terms of quantity. - As a minimum standard for the social pedagogue a completed degree in social pedagogy/social work (diploma, bachelor or master) is expected. Teachers (Diplom, Magister Artium, Bachelor, Master) with the supplementary subjects or study focus on social pedagogy or youth welfare are also admitted. Teachers without the above-mentioned supplementary subjects must provide proof of at least one year's professional experience with the target group within the last 5 years. This minimum standard is set at 0.5 FTE in the measure. In addition, the allocation of the remaining 0.5 FTE lies in the conceptual freedom of decision of the contractor. For the remaining max. 0.5 FTE, the following are recognised for the assignment as social pedagogue: 1. state-recognised educators, provided that they can prove at least one year of professional experience with the target group within the last 5 years - a relevant additional qualification is given preference,2. curative educators, provided that they can prove at least one year of professional experience with the target group within the last 5 years and the contractor assesses that they are professionally suitable due to their personal and social skills - a relevant additional qualification is given preference,3. additional qualifications are recognised as relevant if they comprise a total of at least 640 teaching hours (45 minutes each) and contain at least one of the following aspects: Social pedagogy as a field of work of pedagogy- basics of psychology;- practice and methodology of social pedagogy;- remedial education;- communication and conversation;- media pedagogy. Alternatively, within the framework of the maximum remaining 0.5 FTE, depending on the conceptual design, specialists with a therapeutic or pedagogical degree as well as trained psychologists can also be employed. Instructors should be specialists with pedagogical aptitude (at least AdA authorisation) and a craft-technical qualification as skilled workers, who already have experience with the target group and have professional knowledge in order to be able to compare activities with their capabilities. Periods during vocational training and studies are not considered work experience. - Organizational requirements: Upon award of the contract, the client must prepare an information sheet (flyer) agreed with the client for distribution to potential participants. This must be made available to the client in electronic form (as a Word, Power Point or PDF file) within 3 days of the award of the contract. - Equipment: The material/technical equipment, furniture, PC equipment, Internet access required for the fulfilment of the contract must be made available (no reference to the use of other facilities). The premises and their equipment must comply with the relevant legal requirements: the workplace ordinance in conjunction with the workplace guidelines in their current version, the valid regulations of the responsible statutory accident insurance companies (professional associations), the fire protection regulations, the Saxonian accident prevention regulations, the German Federal Railways' regulations for the prevention of accidents, the German Federal Railways' regulations for the prevention of accidents and the German Federal Railways' regulations for the prevention of accidents. building regulations. Premises", Annex E1 "Proof of qualification of the personnel to be deployed". Appendix E2 "General overview of personnel deployment" shall be submitted after award of contract, as a rule 4 weeks after the contract has been awarded, but no later than 2 weeks before the start of the measure. - Award criteria: 70 % of the award criteria are quality (Q) and 30 % are price (P). The quality is divided into 3 evaluation areas (WB). These are included in the quality evaluation in the following proportions: 1. WB - content, method, strategy 40 %,2. WB - human and material resources 35 % and 3. WB - carrier criteria 25 %. The criteria and their weighting are shown in the attached matrix.
