Description
1.1 Purpose of the call for tenders
The technical landfill site (LET) operated by the City of Sept-Îles will reach its full landfill capacity by 2027. In order to meet future landfill needs, the City must expand the existing landfill.
Based on previous studies, the successful bidder will be required to produce :
- The overall design plan for the landfill expansion (total of 20 cells), establishing the technical basis and enabling the City to obtain the required authorizations;
- Estimates and schedules for the various phases of construction and operation of the new cells;
- Detailed construction plans and specifications for phase 1 of the LET expansion, based on the overall concept. Phase 1 includes 4 cells, a network to convey leachate to the ponds, and a stormwater network;
- Services during the call for tenders for the construction of phase 1 of the landfill expansion;
- Environmental impact assessment, including characterization studies of the natural environment and the study area;
- Services during the BAPE;
- Application for ministerial authorization for construction, operation and closure of the landfill expansion;
- Any document or study required, in addition to accompanying and answering questions from government authorities.
4.8 Mandate schedule
The mandate consists of several components, each of which must be completed, i.e., have received provisional acceptance by the City, by no later than :
- August 30, 2024 for the preparatory study report ;
- February 19, 2025 for the preliminary engineering (overall concept, engineering report, plans and specifications);
- March 5, 2025 for the environmental impact study report;
- November 28, 2025 for ministerial authorization;
- March 20, 2026 for detailed engineering (overall concept, engineering report, plans and specifications). [...]
