In 2023 the Department of Agriculture, Food and the Marine (DAFM) carried out a pilot internal review of the operations of the bovine TB programme applying Lean principles. DAFM now wishes to move forward with the implementation of the recommendations of this review. DAFM is currently in the midst of implementing newly updated structures and operating models in its One Health One Welfare area. DAFM has identified an opportunity to reaffirm the focus of the work within the TB programme underlining quality and an ethos of continuous improvement for the entire organisation including its local RVOs throughout the country. The Department has identified LEAN as a vehicle to facilitate long-term success, feeding into increased customer satisfaction and a cycle of continuous improvement and delivery of quality frontline services. Furthermore, the DAFM TB programme team seek to utilise LEAN to empower employees and to instil processes and procedures with feedback cycles to ensure continuous improvement of service delivery. The development of LEAN management processes and structures across the organisation is crucial, facilitating high quality and timely information sharing within and across pillars, supported by robust data and effective streamlined communication. Work has commenced in relation to key front facing processes and LEAN will complement this ongoing work, striving for operational excellence. DAFM is seeking professional consultancy and support services to develop, structure and embed a LEAN framework for the Department’s TB programme. This framework will embed a LEAN culture within RVOs (Regional Veterinary Offices) and the management of the TB programme. It will be necessary to drive change management within the organisation, with a view to enhancing service delivery for RVOs. This framework will be underpinned with ongoing and progressive intervals of engagement, assessment of performance delivery and measurement. Furthermore, several pilots will be covered within this initial development and embedding of LEAN, with feedback into an DAFM framework for continued rollout. Consultancy and support services are sought in this tender to manage the implementation of the LEAN principals and to improve the quality of the TB programme outputs through continuous improvement of internal practices. The substantive involvement and engagement of the organisation’s employees in this process is critical for the required service.
