Invitation to Bid The National Housing Authority (NHA), through the Corporate Budget approved by the NHA Board for the year 2018 intends to apply the sum of the Approved Budget for the Contracts (ABCs) to payments for the PROCUREMENT OF FULLY DEVELOPED LOTS AND COMPLETED HOUSING UNITS UNDER NHA’s YOLANDA PERMANENT HOUSING PROGRAM contract: REGION VIII – LEYTE Ref. No. : 2018-131 Municipality : Tacloban City Site 2 No. of Hsg. Units : 525 ABC (₱) : 180,424,035.75 Duration (c.d.) : 285 Required PCAB License : Cat. “A” and Medium “B” for Buildings Bids received in excess of the ABC shall be automatically rejected at bid opening. The NHA now invites bids for the above-cited projects to be implemented under the “DESIGN AND BUILD SCHEME” as provided for under the “Annex G” of the Implementing Rules and Regulations (IRR) of the Republic Act of 9184. Bidders should have completed a single contract similar to the Project costing at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instructions to Bidders, and the corresponding Bid Data Sheet (BDS). Bidding procedures will be conducted using non-discretionary pass/fail criterion as specified under Annex G” of the 2016 Revised IRR of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. All interested parties shall submit a written Expression of Interest (EOI) together with the Application for Eligibility which shall state the property/ site offered indicating the location and area, the Owner’s Intent to Sell the property to NHA, Zoning Certificate signed by the Municipal Planning and Development Coordinator (MPDC) and duly approved by the Municipal Mayor, development in place (if any) and colored photographs of offered site, which must be received by BAC 1 within fourteen (14) calendar days after the date of publication of the Invitation to Submit Bids/ Proposals. A complete set of Bidding Documents shall be issued only to bidders/authorized employees of the Contractor who can show proof of Notarized Authority to secure bid documents for the specific Project and Official Company ID upon submission of Letter of Intent (LOI), presentation of original PCAB License, Contract Agreement and Certificate of Completion/Acceptance for completed similar project/s and upon Cash Payment of non-refundable fee of ₱30,000.00 for contracts costing up to ₱100,000,000.00; and 40,000.00 for contracts costing above ₱100,000,000.00 to ₱200,000,000.00 starting on December 4, 2018. Proposals/ Offers in accordance with the TOR should be addressed to the General Manager, Attention: The Chairperson, Bids and Awards Committee 1 (BAC1), 3rd Floor, NHA Main Building, National Housing Authority, Elliptical Road, Diliman, Quezon City. The NHA will hold a Pre-bid Conference on December 11, 2018, 9:00 a.m. at the NHA Operations Center, 3rd Floor NHA Main Building, Diliman, Quezon City, which shall be open to prospective bidders. Submission and Opening of Bids will be on January 3, 2019, not later than 9:00 a.m., at the Operations Center, 3rd Floor NHA Main Building, Diliman, Quezon City. To facilitate the opening of bids, prospective bidders are requested to register with the NHA BAC1. Bidders are reminded that applications for registrations are processed on a “First Come, First Serve” basis. The BAC1 will only process applications for registration for bidders with complete supporting documents. The registration forms may be downloaded at the NHA website at www.nha.gov.ph. All Bids must be accompanied by a bid security in any of the acceptable forms and amount as stated in Bid Data Sheet (BDS). Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the stated address. Late bids shall not be accepted. In the Conduct of Post-Qualification of Bidders, “if at the time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor’s fault or negligence, the Procuring entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastructure contract subject of the Bid”. The NHA assumes no responsibility of any kind to compensate or indemnify for any expenses incurred in the preparation of their proposals. NHA reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award without thereby incurring any liability to the affected bidder/s.
