Only the following selected SBIPS SA Holders currently holding a SBIPS SA for Tier 1 under the EN537-05IT01 series of SAs are invited to compete. SA Holders may not submit a bid in response to this bid solicitation unless they have been invited to do so. However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to five business days before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement process.

It is intended to result in the award of one (1) contract for an initial contract period from Contract award date to March 31, 2021, plus two (2) one-year irrevocable options allowing Canada to extend the term of the contract.


Description of the requirement:

This bid solicitation is issued to meet PSPC requirements (the "Client") for Solutions-Based Informatics Professional Services (SBIPS) under the SBIPS SA procurement method.

PSPC is undergoing a renewal of its methods of supply for IT Professional Services, the Task Based Informatics Professional Services (TBIPS) and the Solutions Based Informatics Professional Services (SBIPS) Supply Arrangements. The current structure of these methods of supply was developed over 10 years ago. The procurement modernization initiative gives us a unique window of opportunity to innovate and modernize the key informatics professional services procurement vehicles, while integrating Agile procurement within the implementation of the TBIPS/SBIPS renewal. Given that SAP Ariba and SAP Fieldglass will be on-stream within the next few years, coupled with the significant growth in TBIPS usage, the contractor will provide critical insight to ensure we are implementing a structure that is customized and responds to the needs of the Government of Canada.

All requirements will be authorized through Task Authorizations issued in accordance with the Contract.

Incumbent: There is currently no incumbent performing any, or all of, the services of this requirement.

Security Requirement: Common PS SRCL #06 applies

3. This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically. To submit a bid using epost Connect service, the Bidder must either i) send directly its bid only to the specified PWGSC Bid Receiving Unit, using its own licensing agreement for epost Connect provided by Canada Post Corporation; or ii) if the Bidder does not have its own licensing agreement for epost Connect, they will have to request to open an epost Connect conversation by emailing PWGSC Bid Receiving Unit at tpsgc.dgareceptiondessoumissions-abbidreceiving.pwgsc@tpsgc-pwgsc.gc.ca. This should be sent as early as possible, and in any case, at least six business days prior to the solicitation closing date and time (in order to ensure a response). Requests to open an epost Connect conversation received after that time may not be answered.
