Description

The quote concerns the acquisition of a financial and procurement information management solution (hereinafter referred to as SIFA or the solution) for all public establishments in the Quebec health and social services network (RSSS), for recognized private establishments (EPC) (as an option) and all other establishments obtaining the MSSS designation during the course of the contract. In addition, the solution must be used by all stakeholders involved in the business processes or who must use the data in the solution. The solution must also meet the specific needs of each of the establishments and EPCs. The SIFA project is part of the MSSS strategic orientations in information technology. It is part of the global file of the Provincial Assets Entrusted (APC). SIFA aims to meet the following MSSS objective: "Simplify management to improve performance".
It is important to specify that SIFA must be a solution to manage the daily operations of Quebec's health care institutions in addition to serving as an information management system.
The objectives of the SIFA project for the Réseau de la santé et des services sociaux (RSSS) are


Allow the management of the large volume of activities, in compliance with contractual agreements, laws and regulations in force;
To allow the adoption of best management practices;
Systematize processes to promote collaboration between stakeholders;
Facilitate communication with clients and partners;
Enable the use of data for planning and management purposes;
Facilitate comparative analyses between and within institutions and CFEs;
Provide an efficient and secure environment.

SIFA aims to integrate financial, statistical and supply chain/logistics data for use in day-to-day operations and, among other things, feed it into the CPSS solution, which must support Patient Centered Funding (PCF).
The SIFA project aims to:

Continue the implementation of best practices for the allocation and management of resources required to support the delivery of care and social services to the Quebec population;
Introduce common standards and rules to the HSSR in order to promote the uniform and continuous accumulation of financial, statistical and procurement data.

To do this, the solution must support the centralized management of common data that is essential to ensure the consistency and comparability of results. The solution must also support a holistic view of processes to support harmonization and continuous improvement of practices across HSSR and CFE institutions in an evolutionary manner.
The main specific objectives of the SIFA project are:

To support reporting to various authorities, including the MSSS, the Treasury Board Secretariat (TBS) and the Comptroller of Quebec;
Ensure the daily operations of finance and procurement;
Ensure the interoperability of the solution with other resource management solutions;
Transmit to CPSS or allow CPSS to retrieve reliable and comparable data on specific elements of the solution's business domains, related to episodes of care, accumulated in a consistent and continuous manner;
Leverage, where possible, international standards such as data associated with the manufacturer's product identification code (GTIN), the United Nations Product Classification System (UNSPSC), international electronic commerce protocols (EDI), and other current standards;
Take advantage of technological advances associated with the concept of total traceability of products and services consumed by the RSSS;
Monitor the market in order to strategically manage the introduction of new products in the RSSS;
Maintain a watchful eye on the evolution of standards promoting process and data consistency.
