the purpose of this framework agreement is to address and insert the envelopes outside the control of the company of the propaganda documents intended for the electors (lot 1) and the packing of the ballot papers intended for the town halls (lot 2), for any general election, by-election, national referendum or national or local consultation
addressing if enveloping under control (service 1), addressing and enveloping outside control (service 2) of electoral propaganda documents to voters. The candidate must imperatively submit a bid for the addressing service and for the off-site addressing/inserting service.
