TPB/RFQ-2018-11-852 REQUEST FOR QUOTATION PR#11.144 The Tourism Promotions Board (TPB), thru the Bids & Awards Committee (BAC), invites interested bidders to submit quotation for the hereunder project: TERMS OF REFERENCE I. PROJECT PDOT Osaka negotiated with Yomiuri Telecasting Corporation (YTV) for the production and broadcast of a special feature on the Philippines entitled: Gutto! Chikyubin: Philippines. PDOT Osaka’s yearly work program includes mainstream broadcast media coverage. This effort is directed to garner the most media mileage with the least project cost and compensate for the lack of mainstream advertising. II. BACKGROUND The location shooting will be in Cebu composed of 11 members and 1 PDOT-Osaka staff. Gutto! Chikyubin profile: Genre: Travel documentary Network: Yomiuri Telecasting Corporation Airing: Japan nationwide broadcast Airtime: 90 minutes to aired separately in the morning of 03 and 10 February 2019 The filming is scheduled on 29 November – 08 December 2018 in Cebu. III. PURPOSE/OBJECTIVES 1. To sustain and strengthen the position of the Philippines as a preferred tourist destination for the Japanese market through mainstream broadcast media; 2. Strengthen linkages established by PDOT-Osaka with the broadcast media in Kansai; 3. Maximize exposure of the Philippines as an attractive and fun destination through mainstream broadcast media. IV. MINIMUM REQUIREMENTS FOR SUPPLIERS a) Must be DOT-accredited; b) Willing to provide services on “send-bill” arrangement; c) Flexible and could adjust immediately to urgent requirements without additional cost to the client; d) Must arrange for shooting permits (note that the guest will use a drone camera) in Cebu

. SCOPE OF WORK/DELIVERABLES 1. Draft itinerary is attached. 2. Must provide for on-site related expenses as the need arises. 3. Travel dates: 29 November – 08 December 2018 4. Destination: Cebu only 5. Number of guest: 11 Japanese, 1 TPB, 1 DOT-Osaka, 3 ASIAVOX = 16 pax 6. Securing of shooting permits including ALL the activities and properties that are in the itinerary. **Note that the group will use a drone camera 7. Meals must be c/o the tour operator except for breakfast and must showcase local cuisine in renowned restaurants if not specified in the attached itinerary. 8. Meals to be used in the filming should also be included in the bid proposal of the tour operator 9. Two rounds of drinks must be included for each meals such as but not limited to bottled water, soda, juice, alcoholic beverage, fruit shake, milk shake, etc. 10. Availability of wipes, cold bottled waters and snacks AT ALL TIMES. VEHICLE TO BE USED MUST HAVE COOLER. 11. Services of two (2) Japanese/English/Visayan speaking guide (DOT-accredited). 12. Cover the ground transportation service requirements for the whole duration of the trip starting from their arrival in Cebu: • Van/coaster/bus (inclusive of taxes, meals of the driver, toll fees, gasoline and other related expenses) and with coolers for bottled waters and comfortable seating • Rental of big boat with life jackets (40pax capacity). Cooler and snacks must also be available. Note: Life jacket is important as it’s in the Japanese law that they can’t air the show without wearing life it. • Hotel and airport transfers 13. Cover island hopping activities, city tours, entrance fees, and environmental fees, gratuities, terminal fees and other applicable fees, as the case may be, except those with sponsors. 14. Cover roundtrip airfare for one (1) TPB personnel MNL-CEB-MNL having the following flight: 29Nov18 MNL-CEB PR2853 1225H 1340H 08Dec18 CEB-MNL PR2858 1655H 1810H (Tentative flight schedule. This is still subject to change) 15. Cover roundtrip airfare for one (1) DOT-Osaka personnel (KIX-CEB-MNL) 29Nov19 KIXCEB PR409 08Dec19 CEBKIX PR410 (Tentative flight schedule. This is still subject to change) 16. Provide a full day city tour /countryside tour/island hopping as part of the filming in all destinations: Note: Guests will use camera equipment so make sure all sites are advised for filming. 17. Should TPB be able to secure sponsorships or discounted rates from partner establishments for this trip, the cost equivalent to the sponsorship value should not be included in the statement of account of the tour operator 18. The tour operator should be able to cater to any addition or cancellations provided it should not exceed the budget. 19. Travel insurance for 13 pax (11 Japanese, 1 TPB, and 1 DOT) 20. The statement of account should reflect the expenses incurred in the actual tour, inclusive of service charge and applicable taxes 21. Presence of a tour coordinator during the whole duration of the filming (29 November – 08 December 2018) 22. Any other requirements that may be mutually agreed upon by TPB and the service provider 23. Supplier should have a Landbank account for payment purposes once the services have been rendered. Otherwise, the supplier will shoulder any bank charges. 24. Provide trip ticket after the trip as this is a requirement by TPB’s Finance Department for payment processing VI. TIME FRAME AND SCHEDULE OF WORK A tour operator to provide the aforementioned services from 29 November – 08 December 2018, please refer to attached draft itinerary.
