Description
View Changes This Request for Proposal (RFP) solicits for the design and construction of life and health safety upgrades and facilities improvements to the VA Portland Healthcare System medical center (PVAMC) on the top of Marquam Hill located in Portland, Oregon. This is a two (2) phase design-build procurement, as described in Federal Acquisition Regulation (FAR) Sub Part 36.3, and the basis of award is the Best Value Trade-Off Process. This is a new requirement for the design and construction of the following elements: The design-build contractor shall provide all labor, equipment, and materials to design and construct a new multistory Specialty Care Building 110 (SCB; B110) with 297,000 building gross square feet (BGSF) / 220,000 departmental gross square feet (DGSF), and new structured parking Building 111 (B111) for the addition of 600 net new parking spaces (approximately 775 gross spaces when considering surface parking anticipated to be lost during construction activities) including associated site work for the Veterans Affairs Portland Health Care System (VAPORHCS). In accordance with the EPGMP the majority of technical requirements for this project come from the Department of Veterans Affairs Technical Information Library (TIL), www.cfm.va.gov/til/ while some specific requirements come from USACE; primarily contract administration, quality management, risk management, safety, and cost estimation.***Please note that access to all amendments after 0004 are restricted to only the firms selected for Phase 2***
