1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Canadian Nuclear Safety Commision (CNSC) has a requirement for the supply of two portable radioisotope identification devices (RIID) (2x RIIDEYE X-GN) including all hardware and software, accessories and peripherals, cabling and components, and 1 year warranty including maintenance and support services. The instrument will be use used by the CNSC Chemical, biological, radiological and nuclear (CBRN) Training Officers to field test for gamma and neutron detection. The instrument must be handheld, identify and measure the radioactivity and dose. The instument must include a transport case and all necessary charging accessories. The contractor must provide free firmware upgrades for the life of the instument.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its instruments meet all of the following requirements:
1. Portable Spectroscopic Radioisotope Identification Instrument:
- The instrument must be a handheld (single-handed operations) radiation detector that must withstand extreme conditions.
- The instrument must weigh no more than 3kg and be weight balanced for single hand operation.
- The instrument must be operable while wearing gloves with raised buttons.
- The instrument must identify the radioisotope from the samples within 30 seconds with a confidence readout, color coded peak classifications.
- The instrument must detect gamma radiation and neutron radiation, without the use of separate probes or attachments.
- The instrument must have an SNM Assist that automatically informs the user of how much time is needed to correctly identify the isotope.
- The instrument must provide readings of the samples 30 seconds of the system being on.
- The instrument must have spectral analysis, dose rate meter and source locator functions.
- The instrument must display dose rates in SI units.
- The instrument must have audio and visual alarms including a finder audio.
- The instrument must operate in temperatures ranging from -20°C to 50°C
- The instrument must have a 2x2 NaI(TI) scintillator with internal neutron detection module in the handle using sensitive CLYC neutron detector.
- The instument must have continuous on screen display of dose rate.
- The instrument must provide high resolution display with clear display in direct sunlight.
- The instument must provide patented QCC algorithm for isotope ID.
- The instrument must have a configureable library.
- The instrument must have ID of peaks color coded to specific triggers.
- The instrument must have continuous gain stabilization with natural K-40.
- The instruments system (scintilation crystals and hardware) must be IP65 rated and must withstand 1 meter drops onto concrete.
- The operational life with battery pack must be at least 8 hours under normal conditions, and the instument must use commercially available removable single cell batteries (e.g. AA batteries, AAA batteries, etc.)
- The instrument must have a compact and expandable flash memory that can be read and sent to reachback without special software on host PC.
- The instrument must be compliant with CE standards and ANSI N42.34 certified.
4. Applicability of the trade agreement to the procurement
This procurement is subject to the following trade agreement:
- Canadian Free Trade Agreement (CFTA)
5. Justification for the Pre-Identified Supplier
The portable RIIDEYE radiation detectors are the only known instruments that meet all of the minimum essential requirements listed in Section 3 above. Thermo Fisher Scientific is the original equipment manufacturer (OEM) of the instruments, owner of all related Intellectual Property and has designated Gamble Technologies Limited as the exclusive authorized distributer to supply the instruments.
6. Government Contracts Regulations Exception
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - only one person is capable of performing the work.
7. Exclusions and/or Limited Tendering Reasons
The following exclusion and/or limited tendering reasons are invoked:
- Canadian Free Trade Agreement (CFTA) - Article 513.1(iii)
8. Period of the proposed contract or delivery date
The instrument must be delivered on or before May 31, 2021.

10. Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
11. Closing date for a submission of a statement of capabilities
The closing date and time for accepting statements of capabilities is February 22, 2021 at 2:00 p.m. EST.

You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.
