INTRODUCTION
This is a Request for Information/Sources Sought notice to solicit comments, questions and feedback from industry regarding an Indefinite Delivery / Indefinite Quantity (ID/IQ) Contract for acquisition, training and technical publications for the Portable Backup Pneumatic Air Start Cart. Interested parties may submit technical literature/brochures on their products or solutions that meet the requirements as set forth in the basic requirements list included herein. Rough Order of Magnitude pricing is also requested for planning purposes. Any other relevant information may also be submitted for consideration to aid in refinement of this requirement.
THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible vendors capable of providing the Support Equipment described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
ELIGIBILITY
The PSC for this requirement is 2995; the NAICS is 336413 with a size standard of 1,250 employees. All interested businesses are encouraged to respond.

REQUIREMENTS
In the event of an APU failure, an organizational requirement exists to start the aircraft main engines using air from an external unit. This ID/IQ will provide Naval Air Systems Command (NAVAIR), the required support.
Description of Supplies/ Services:
The Portable Backup Pneumatic Air Start Cart must have a limited foot print of 60" x 35" x 50" (LxWxH) and a maximum weight of 900 lbs.
The Portable Backup Pneumatic Air Start Cart must be capable of the following:
- The cart shall provide 400 Hz, 3 phase, 115 VAC electrical power.
- The power output shall be at least 35 kVA.
- AC power shall be regulated at 100 amperes.
- The cart shall provide an AC power cable at least 60 feet in length.
- The cart shall provide an indication that AC Power is being provided.
- The cart shall be capable of providing pressurized air at a rate of 59 PPM at 47 psi.
- The cart shall provide an air hose that is at least 30 feet in length.
In addition to the above requirements the Government will be providing the following GFE items to be incorporated into the Portable Electric Power and Backup Pneumatic Air Start Cart:
- Gas Turbine Powerhead
- Electronic Sequencing Unit (engine controller)
SUBMITTAL INFORMATION
It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to meet the requirements as described in the preceding paragraph. This documentation MUST address, at a minimum, the following:
1. Company Name; Company Address; Cage Code, Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address.
2. company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status;
3. statement regarding capability
If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in this SOW for the base period as well as the option periods.
Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern.
The capability statement package shall be sent via mail to Ms. Donna Kracinovich, Contract Specialist at donna.kracinovich@navy.mil. Submissions must be received at the office cited no later than 3:00 p.m. Eastern Standard Time on 23-JULY-2019.
