Plumbing services respectively in Troms and Vest-Finnmark:The purpose of the framework agreements is to cover Forsvarsbygg's [the Norwegian Defence Estates Agency's] need for services in relation to operation, maintenance and new procurements of technical plumbing installations in Troms and Vest-Finnmark. Deliveries will primarily take place in inner areas of Troms and in Porsanger — Lakselv.The notice is divided into two competitive tendering areas respectively Troms and Vest-Finnmark, where tenders will be submitted for one or possibly both of the tender areas, see part I) of the invitation.Users of the framework agreements will be maintenance and operations departments in the Norwegian Defence Estates Agency's property management.Investment departments, the department for projects and development must also be able to use the framework agreements where this may be appropriate.The framework agreement can also be used by all organisations in the Norwegian Armed Forces. I.e. all departments that are included in or under the Ministry of Defence and which manage and operate their own buildings in the listed geographical areas.
The framework agreement therefore includes, amongst other things, delivery of the following services:— replacements,— installation of new systems,— preventive maintenance,— service contract,— urgent assignments for leaks,— replacement of antifreeze,— improvements,— re-routing of pipelines,— analyses and measuring,— energy reducing measures.1.1) Further information about the service, plumbing services. The framework agreement will primarily concern hourly remuneration as well as equipment and material for operational services, servicing, maintenance and new assembly.It is relevant to perform services on all technical plumbing installations and installations specified in the building parts table, NS 3451. This applies to systems and services (the list is not exhaustive):— sanitary installations,— pipe supply to heating installations and cooling installations (this only applies to supply lines from ice-water tanks and technical installations that are not directly connected to the cooling or heating installation),— minor oil pipelines and fuel pipelines,— minor gas supply pipes,— pipelines for sprinkler installations,— various services related to this contract,— other systems, cf. the building part table in NS 3451.Welding works on pipe installations will be carried out by authorised welders. For work related to gas installation, tenderers are required to have competence and the required certifications to carry out such work.For later call-offs for services, all relevant chapters in NS 3420 (pipes) will be subject to the framework agreement, with the restrictions mentioned below where a number of services are provided via other framework agreements. The tenderer must have competence and be able to perform works on pipe installations for sprinkler and gas systems.
