Description
The awarding office supplies its association area with drinking water. For the supply contract, it will require continuous assembly material from 1.4.2020 (start of contract). The procurement project consists in the servicing of the material requirements of the awarding office during the contract period. The supply of assembly material is mainly carried out via the warehouse of the awarding office at Bahnhofstraße 28 in Sömmerda. Exceptionally, it should also be possible to collect the goods from the main warehouse of the respective contractor or to deliver them to a construction site in the association area.1) Hydrants, valves and accessories;2) Pipes;3) Couplings, clamps;4) Fittings, water meter systems;5) Street caps;6) Fittings, fittings, clamp connectors.the contract term covers the period 1.4.2020 to 31.12.2027 at the most. the basic term is from 1.4.2020 to 31.3.2022. there is then an option for the awarding authority to extend until 31.3.2024 and then possibly again until 31.12.2027. in the subsequent negotiated procedure, the bidder with the most economical bid is determined. A framework agreement is then concluded with the latter. A corresponding draft framework contract is included in the tender documents. The subject of the contract is therefore the obligation of the future contractor to deliver assembly material in accordance with the final bill of quantities to the warehouse (as a rule), to deliver it to certain construction sites in the association's area (exceptional case) or to make it available for collection in its own warehouse (further exceptional case). When a delivery order is issued (collection order in exceptional cases), an individual order is then created on the basis of the framework agreement. However, the lot-based framework contract shall not give rise to any entitlement to conclude individual contracts. Accordingly, the awarding authority does not guarantee minimum quantities, and the installation material covered by the contract is specified in detail in the final specifications. As already mentioned, the awarding authority reserves the right to present a revised final bill of quantities until the start of the negotiated procedure: the installation material must be suitable for safe use in accordance with the regulations and comply with the state of the art. This must be DVGW-approved material. In addition, the following material requirements apply in particular:- DVGW-approved material must be supplied in each case. The worksheets DVGW W 400-2 and DVGW 400-3 must be observed. Furthermore, the guidelines and recommendations (e.g. KTW) of the Federal Environment Agency in conjunction with the currently valid Drinking Water Ordinance (TrinkwV 2001, updated in 2018),- The materials must be manufactured in accordance with valid DIN/DIN EN standards,- For organic materials that are to be used in the drinking water sector, the specifications of DVGW Code of Practice W 270 and the UBA guidelines must be observed,- All materials and substances used must comply with the requirements of § 17 of the Drinking Water Ordinance (TrinkwV 2001) as amended in January 2018,- Metallic materials must be tested in accordance with DIN 50930-6 and the UBA guidelines,- Cement-bound materials must comply with the requirements of DVGW worksheets W 347 and W 270,- The materials to be supplied must be tested in the manufacturing plant before delivery in accordance with DIN or DIN-EN regulations. At the request of the Client, material tests shall be carried out or test results presented, and only the types and designs specified in the specifications may be supplied. Insofar as specific makes are specified there, these are to be delivered. Deviations are only permissible in justified exceptional cases and only with the written consent of the awarding authority.
