Description

The Contracting Authority will publish a Contract Notice requesting expressions of interest in due course. Dublin City Council does not require a response to this Prior Information Notice (PIN).
Dublin City Council will be seeking a Market Operator to redevelop and refurbish the Victorian Wholesale Fruit and Vegetable Market, (a protected structure), at St Mary’s Lane, Dublin 7 to provide a Retail Food Market. The Market Operator will have the design and management know how to deliver this flagship project and will have the capability and expertise to develop and manage the Market for a number of years. . DCC will be seeking expressions of interests from Market Management companies who can provide Single Source solutions to deliver, inter alia, :
Design, Refurbishment and conservation works to the Victorian Market Building
Fit out of market building to include utilities, mechanical, electrical and waste services
Operation of the market, to include recruitment and management of traders adherence to national and EU regulation
Facilities management including all maintenance, cleaning and security needs
Marketing/promotion and community engagement, events and outreach.

The City Council was granted Part VIII planning permission for change of use from wholesale trading to wholesale and retail trading, including refurbishment and fit out of buildings.
Dublin City Councils vision for the Market is that it become a centre for food activity in Dublin. It will deliver a natural hub for quality food and local produce while at the same time offering the consumer choice and value in proximity to the commercial core of the north city. It will become a tourist attraction in its own right demonstrating traditional Irish food skills and production methods with strong eco credentials.

The procurement will be run using the competitive dialogue procedure as prescribed in Directive 2014/24/EU.
