A. ANNOUNCEMENT

In accordance with A.M.S. 3.2.1.3.12 of the Federal Aviation Administration Acquisition Management System (FAAAMS), industry is hereby informed that the FAA Project Management Division (APM) requires support services to provide physical inventory and assessment of personal property assets.

B. SCOPE OF WORK

The Contractor must conduct a physical inventory and assessment of approximately 130,000 capitalized and accountable personal property assets (i.e. IT equipment-laptops and printers, wireless devices-cellphones and tablets, communication equipment-radios, test equipment, and video equipment) to maintain adequate inventory control and accountability for property under its control and determine its age and condition in the following twelve (12) administrative office locations:

• Headquarters buildings in Washington, DC

• Alaskan Regional Office, Anchorage, Alaska

• Central Regional Office, Kansas City, MO

• Eastern Regional Office, Jamaica, NY

• Great Lakes Regional Office, Des Plaines, Illinois

• New England Regional Office, Burlington, MA

• Northwest Mountain Regional Office, Des Moines, WA

• Southern Regional Office, College Park, GA

• Southwest Regional Office, Fort Worth, TX

• Western-Pacific Regional Office, El Segundo, CA

• Mike Monroney Aeronautical Center, Oklahoma City, OK

• William J. Hughes Technical Center, Atlantic City, NJ

C. PURPOSE

The purpose of this market survey is to solicit statements of interest and capabilities from the large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing physical inventory and assessment requirements.

At this time, the nature of the competition has not been determined. The FAA may decide to conduct a full and open competition or to set aside all or part of the procurement for small businesses, service-disabled veteran-owned business (SDVOB) or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA’s 8(a) Program. In addition, this market survey is being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms.

In order to make this determination the FAA requires the following from interested vendors:

1. Capability Statement

Requires the capability to complete a physical inventory and assessment of capitalized and accountable property assets to verify either physically or electronically existence, location and the quantity of assets. Therefore, your Capability statement must include your approach to accomplish one or more of the following:

• Assess the accuracy of assets records;

• Update asset records;

• Assess asset loss experience;

• Identify process inconsistencies; and

• Provide the status of the verified assets for reporting purposes.

In addition, your Capability Statement should identify and address current and past performance information, confirming your ability to successfully completed the requirements of your contract. Any information provided with respect to contracts that were performed more than 3 years ago will not be considered. In addition, the information submitted with respect to past experience must be for projects similar in size and scope to the requirement described herein. The submission should include experience in Property Inventory and Assessment Support Services. Past Performance information must include project title, agency name, order/contract number, project value, duration, point of contact including name, email and phone number and brief description of the work performed.

2. Type of services provide by your firm

● Scope and type of services of a like or similar nature (provide detailed information and past performance)

● Number of years in business

3. Geographical areas where your company has provided services.

● Point of Contact

● Verification of Registration in the System of Award Management (SAM) Database

4. Expected technical approach. Respondents must provide their strategy for accomplishing the work, including the percentage of work that will be done by eligible small, service disabled veteran owned and 8(a) certified businesses if applicable.

D. Completed Attachment 1 – Business Declaration

Interested firms are required to submit the attached Business Declaration form and a copy of their SDVOB or SBA 8(a) certification letter, if applicable.

E. Attachment 2 – Requirements Statement

Attached is a draft of the Statement of Work (SOW). Respondents are encouraged to review the SOW and provide comments.

F. Responses page limitation

All responses to this market survey must be no more than 12 pages and received by 12 noon Eastern Standard Time (EST) on Wednesday May 29, 2019. All submittals should be submitted via email to:
